Duties

Help

  • Exercises supervisory personnel management responsibilities.
  • Provides oversight of all contractual, construction, maintenance, and repair efforts.
  • Directs and administers complex housing program encompassing HP, Unaccompanied Housing (UH), General Officer Housing (GOH), Basic Allowance for Housing (BAH), Furnishings Management Operations (FMO), and Housing Relocation and Referral Services. Manages housing community planning, development, redevelopment, and construction.
  • Administers financial management and oversees construction, repair, operation, maintenance, and financial stewardship for the HP project.
  • Establishes policies and procedures to ensure members are informed of available housing and community support programs and services.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is described as: Knowledge of federal housing policies and requirements concerning housing costs and financial requirements, habitability, maintenance, utilization, community services, tenant-community relationships, exceptions or waivers, and knowledge of practices and techniques related to planning, scheduling, and coordinating management activities. Skill in negotiating with tenants, local housing officials, and others on programs and problems related to operation and utilization of housing assets. Knowledge of area ordinances, laws, and requirements governing the occupancy, construction, use, and operation of assigned housing facilities or projects. Knowledge and skill in the application of the full range of housing management principles and methodology to a variety of difficult and complex assignments. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of a wide range of Federal and agency housing and privatization policies, regulations, rules, requirements, and procedures relating to the management of military housing, including construction of new buildings. Ability to provide advisory services to housing management officials at the installation as well as the local base population, and to effect solutions to a variety of difficult and complex problems regarding housing or community facilities, tenants, services, or equipment.
2. Comprehensive knowledge in identification and application of the latest management concepts and techniques of housing programs to develop and appraise housing policies and procedures.
3. Comprehensive knowledge of a variety of qualitative and quantitative methods for the assessment and improvement of program effectiveness and ability to develop, recommend, and implement best business practices.
4. Knowledge of private sector methods of management, AF, and MAJCOM housing property/asset management principles, theory, policies, directives, procedures, and legislative authorities, with the capability of adapting and applying established criteria to resolve unique problems.
5. Knowledge of regional housing trends and market acceptability concerning such factors as design features, labor and material costs, availability and acceptability of sites, construction methods, aesthetic requirements, and supply-demand parameters to analyze and determine the feasibility of proposed projects and develop recommendations for changes or improvements.
6. Skill in planning, organizing, and directing the work of government and contract personnel and integrating manpower and financial resources into a productive team.

Expertise in Housing Operations and Facilities Management
-Working knowledge of privatized housing policies, facility maintenance coordination, dorms and furnishings lifecycle management, and compliance requirements to ensure safe, high quality living environments for all residents.
- Strategic Leadership and Program Management skills
-Demonstrated ability to lead diverse housing programs, manage resources effectively, and drive long term operational improvements across dormitory management, furnishings operations, and military housing services. Experience in leading a multidisciplinary workforce to include trades and labor, specialists, and technician type employees working under different performance evaluation systems.
- Exceptional Communication and Stakeholder Coordination
-Proven skill in collaborating with installation leadership, residents, contractors, and cross functional partners while delivering clear guidance, resolving issues, and representing the housing mission professionally.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
