Help

DUTY #1: Develops local Antiterrorism/Force Protection (AT/FP) programs and policies for ATO approval.

DUTY #2: Serves as the technical authority on matters involving Antiterrorism/Force Protection (AT/FP).

DUTY #3: Plans, conducts, performs or coordinates on site security studies, projects, assessments, and training activities in relationship to antiterrorism and force protection requirements.

  • The DoD Physical Security Certification (PSC) is required within 2 years of the established employee EOD or initial assignment date to this position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of a wide range of security specialties to identify and resolve conventional policy and program objectives, and procedures within the security functional area, knowledge in the specialized fields of physical security, force protection, and antiterrorism; Knowledge of DoD, USAF, and MAJCOM policy requirements, which are used to formulate an integrated program which meets regulatory requirements and reduces vulnerabilities. knowledge of security policy requirements and procedures to provide recommendations for making decisions and policy development on short and long-term security planning, knowledge of AT/FP construction standards to assess installation construction projects and provide advice and recommendations to supervisors and other security specialists or installation leadership.

EDUCATION:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of a wide range of security concepts, principles, and practices to review, analyze, and resolve difficult and complex security problems.
  2. Knowledge of DoD and Air Force antiterrorism and force protection doctrine, policies, and instructions to coordinate objectives and develop plans for interrelated security programs.
  3. Knowledge of a broad range of security program relationships to make recommendations allowing for differing program requirements, and multiple security objectives.
  4. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting information to leadership.
  5. Ability to prioritize and recommend resourcing strategies for the correction or mitigation of AT vulnerabilities on the installation.
  6. Ability to assist evaluation teams in developing realistic and relevant scenarios to exercise and validate the AT program.

1.\. May be required to travel by military or commercial air to conferences, meetings, or other functions away from
the normal duty station.

2\. Work requires access to classified information. Employee is required to obtain and maintain TS/SCI security
clearance.

3\. This position has been identified as a designated position under the Air Force Drug Testing Plan. Incumbent of
this position is subject to random drug testing.

4\. This position is designated a national security position.

5\. The employee may be required to work other than normal duty hours, which may include evenings, weekends,
and/or holidays.

6\. This position requires a Department of Defense Security Professional Certification. The DoD Physical Security
Certification (PSC) is required within 2 years of the established employee EOD or initial assignment date to this
position. The certification requirement assigned to this position may not be deleted or modified without the written
approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative.
This certification requirement only applies to employees hired onto this position on or after 14 March 2016.
Incumbent employees assigned on or before 13 March 2016 are not required to obtain the DoD certification listed
above.

7\. Check local requirements to determine if this position should be designated as Emergency-Essential (E-E) for
OCONUS, or Key for CONUS (indicate on coversheet). If designated Key or E-E, one of the following statements
that corresponds to the designation applies to the position: E-E - "In the event of a crisis situation, the incumbent,
or designated alternate, must continue to perform the E-E duties until relieved by proper authority. The incumbent,
or the designated alternate, may be required to take part in readiness exercises. This position cannot be vacated
during a national emergency or mobilization without seriously impairing the capability of the organization to
function effectively. This meets the criteria of an E-E position and requires that the incumbent, or the designated alternate,
be removed from any military recall status."

8\. Key - "This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the
accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military
recall status if alternatives for filling of the position during an emergency are not available."

9\. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act
(Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform
the duties of this position.

10. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted
after the occurrence of an emergency and continued through full resumption of all functions.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
