This position is located in the Bureau of Intelligence and Research, Office of Technology and Innovation (INR/TIO). TIO manages intelligence Information Technology (IT) operations and the innovation and change management processes within INR.

Duties

Help
  • Oversees the development, testing, and implementation of new software technology within assigned projects in order to modernize the management and dissemination of intelligence to analysts in the bureau and throughout the Intelligence Community
  • Evaluates, monitors, or ensures compliance with Federal, Department, and IC regulations, policies, standards, or procedures
  • Analyzes information systems requirements, architectures, or environments to create an IT project and technical plan and determines new and innovative approaches and solutions to resolving a diverse range of critical and complex IT problems
  • Serves as Government Technical Monitor (GTM) for contract work forces employed on development projects and leads government support in preparation of the development, design, and deployment of TIO TS/SCI systems, networks, applications, & websites
  • Leads, plans, organizes, conducts, and participates in IT working groups that establish liaisons within the Division, Office, Directorate and Bureau that are designed to improve the quality of the Bureau’s vital IT services and applications

Qualifications

Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

  1. Attention to Detail - Review and evaluate security incident response policies to ensure compliance and standards are executed.
  2. Customer Service - Possess current and evolving Windows and non Windows based computing systems, products, and services to ensure that the Bureau adopts the best practices of government and industry in delivering IT services that support the mission of the Intelligence Community (IC).
  3. Oral Communication - Ability to communicate available information technology hardware/software resources and awareness of current developments in the technology field to provide assistance and recommendations in the selection of possible alternatives in the development of required data processing support for Bureau organizations.
  4. Problem Solving - Application of IT systems principles, concepts, and methods to allow for management of Infrastructure Protection environment sufficient to develop long range plans for IT security systems, Enterprise IT Architecture and New IT security developments.

AND Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience managing the full lifecycle of IT products or projects, including requirements analysis, planning, design, development, deployment, and ongoing operations, with a focus on integrating IT security and data management from project inception through completion.
  • Experience collaborating with executive-level stakeholders and their staffs (e.g. Deputy Assistant Secretary) to align product strategies with organizational goals and priorities.
  • Experience leading cross-functional teams, including technical and non-technical staff, to improve the quality and effectiveness of IT services and applications, including delivery of complex projects on time and within budget.
  • Experience serving as a Contract Officer’s Representative (COR) and/or Government Technical Monitor (GTM) for IT contract workforces, including support for IT acquisition activities such as developing requirements, defining deliverables and/or acceptable quality levels, as well as maintaining thorough documentation and traceability for IT assets and components.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-13 position.

  • Knowledge of developing and implementation strategies including planning for continuity of operations during the deployment of new server technology
