Duties

Help

  • Plans, directs, coordinates, and evaluates activities necessary to the overall management of a diverse and comprehensive weapons safety program supporting a complex multi-mission MAJCOM which critically affect a major military readiness program.
  • Performs periodic inspections, evaluations, and surveys of wing-level weapons operations and related facilities, equipment, and training programs.
  • Evaluates and coordinates on formal investigations of reportable and non-reportable mishaps involving a wide range of military operations and conditions related to explosives systems, missile systems, and/or weapons ranges.
  • Develops ACC policies and procedures to support MAJCOM mission based on interpretation of AF instructions and DoD standards applicable to nuclear and conventional explosive safety.
  • Reviews plans and specifications for new construction, major building alterations, and/or changes in installation equipment and monitors project through completion to ensure compliance with explosive, nuclear, and occupational safety codes and standards. Provides technical safety training/instruction to wing-level safety representatives on areas such as weapons safety program management, AF and DoD explosive safety criteria, nuclear surety program management, proper handling and storage of weapons/explosives, traffic safety techniques, proper storage of hazardous materials, common laboratory hazards,
  • Prepares and delivers oral presentations and briefings, training sessions, conferences, consultations, and strategy sessions with other MAJCOM and AF-level staff agencies and activities to secure cooperation, resolve controversial issues, and convey information to proposed changes in assigned program(s).

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience specialized experience at the GS-12 (or higher) grade level or equivalent in other pay systems. My experience is in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include applying expert knowledge of safety and occupational health concepts, principles, laws, regulations, standards, practices, and precedent decisions which provide the capability to recommend substantive program changes or alternative new courses of managerial action requiring the extension and modification of existing safety and occupational health management techniques critical to the resolution of complex safety and occupational health management problems; Expert knowledge of the body of laws, regulations, policies, and procedures, (to include Air Force standards)related to safety and occupational health to sufficiently determine compliance with applicable regulatory provisions during Safety Program inspections; Expert knowledge of the requirements, methods, and techniques of accident and mishap investigation of normal to high safety and occupational health risk areas to include fact-finding, analysis, risk assessment, and
resolution of safety problems.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of established explosive safety, nuclear surety and occupational health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the Air Force weapons or explosive safety and nuclear surety programs.

2. Knowledge of the requirements, methods, and techniques of weapons accident emergency response and mishap investigation, analysis, resolution of safety problems, and formal reporting procedures.

3. Knowledge of operational risk assessment methods and techniques for evaluating explosive and occupational safety and health risks. Knowledge of communication techniques, principles, and guidelines to communicate effectively, both orally and in writing, in responding to DoD, AF, and MAJCOM level nuclear surety and explosive safety related issues.
4.Knowledge of basic military construction standards, methods, practices, techniques, materials, and equipment to determine compliance with DoD and AF weapons or explosives safety regulations and standards. Knowledge of nuclear weapons/conventional explosives requirements and training techniques, methods, and materials sufficient to support development of AF and ACC level formal training programs and instructional guidance.
5. Skill in the interpretation of engineering drawings and specifications sufficient to identify hazardous conditions in proposed weapons storage, maintenance and operating facilities/locations.
6. Ability to plan, organize, and prioritize work and meet MAJCOM program objectives and suspensers.
