NSA is hiring for two Safety Specialist positions: one in Fort Meade, Maryland, and one in Wahiawa, Hawaii.

1) Responsibilities for Maryland position: Develop, engineer, and implement occupational safety and health policies, programs, and procedures to meet applicable laws, regulations, and standards. Required to be knowledgeable in the application of Occupational Safety and Health (OSH) policies, programs, and procedures to provide Agency organizations with the information, education, and oversight to effectively implement applicable OSH policies, programs, and procedures to minimize risk in the work place.

The following details the estimated percentage of effort per focus area, and associated major duties:

Occupational Safety and Health (100%) ' Develop, engineer, and implement occupational safety and health policies, programs, and procedures to meet applicable NSA Policies and Program Manuals, DoD Instructions, and regulatory requirements. Required to be knowledgeable in the application of Occupational Safety and Health (OSH) policies, programs, and procedures to provide Agency organizations with the information, education, and oversight to effectively implement applicable OSH policies, programs, and procedures to minimize risk in the work place. Educate managers and supervisors on their responsibilities to provide a safe and healthful workplace for employees. Develop tools for managers and employees to assist in the implementation of safety and health policy and program requirements.

2) Responsibilities for Hawaii position:

Occupational Health & Well-Being Services (OHWB) is seeking a high-performing and self-driven individual to administer the Occupational Safety and Health and Sustainability and Environmental Compliance programs at the Wahiawa, Hawaii location. In this role, you will play a critical part in fulfilling the OHWB mission to maintain a safe, healthful, and environmentally compliant and sustainable workplace.

This position demands professionalism, flexibility, and the ability to successfully create and maintain effective relationships with external and internal partners, across all organizational levels. The ideal candidate is one who thrives in a fast-paced environment, feels comfortable summarizing complex technical concepts succinctly for a general audience, manages time efficiently, applies critical thinking, and prioritizes myriad tasks.

Occupational Safety and Health (60-70%) ' Develop, engineer, and implement occupational safety and health policies, programs, and procedures to meet applicable NSA Policies and Program Manuals, DoD Instructions, and regulatory requirements. Required to be knowledgeable in the application of Occupational Safety and Health (OSH) policies, programs, and procedures to provide Agency organizations with the information, education, and oversight to effectively implement applicable OSH policies, programs, and procedures to minimize risk in the work place. Educate managers and supervisors on their responsibilities to provide a safe and healthful workplace for employees. Develop tools for managers and employees to assist in the implementation of safety and health policy and program requirements.

Sustainability and Environmental Compliance (30-40%) ' Support on-going compliance and implementation of Environmental Compliance Programs including but not limited to air quality; Environmental Management Systems (EMS); Spill Prevention, Control, and Countermeasures (SPCC) Plan; aboveground storage tanks (ASTs); underground storage tanks (USTs); chemical management; hazardous waste generation, storage, and disposal; National Environmental Policy Act (NEPA) coordination; sustainability; and construction stormwater management and erosion and sediment control. Tasks may include developing and communicating environmental operation controls (i.e., standard operating procedures, inspections, and training); monitoring contractor compliance with SPCC and air quality permit recordkeeping requirements; and maintenance of plans and permits in coordination with NSA Headquarters. Serve as a liaison between NSA Hawaii and State environmental regulators, NSA Headquarters Sustainability and Environmental Compliance Staff, Installations & Logistics, Joint Base Pearl Harbor 'Hickam and Army Garrison Hawaii Departments of Public Works and Federal Fire Emergency Services.

Qualifications

The qualifications listed below are the minimum acceptable to be considered for the position.

Degree must be in an Occupational Safety and Health-related field (for example, Occupational Safety and Health, Safety Management, Safety Science, Safety Engineering, Industrial Hygiene); however, a degree in any field is acceptable if the applicant holds any of the following credentials: Certified Safety Professional (CSP), Associate Safety Professional (ASP), Graduate Safety Professional (GSP), Occupational Hygiene & Safety Technician (OHST), Construction Health & Safety Technician (CHST), or Certified Industrial Hygienist (CIH).

Relevant experience must be in a safety-related field (for example, occupational safety and health, safety management, safety science, safety engineering, industrial hygiene).

For Senior level: Certification as a Certified Safety Professional (CSP), Associate Safety Professional (ASP), or Certified Industrial Hygienist (CIH) must be obtained within 24 months of employment.

FULL PERFORMANCE
Entry is with a Bachelor's degree plus 3 years of relevant experience, or a Master's degree plus 1 year of relevant experience.

SENIOR
Entry is with a Bachelor's degree plus 6 years of relevant experience, or Master's degree plus 4 years of relevant experience.

Additional information

Pay: Salary offers are based on candidates' education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position.

Salary Range: $77,964 - $187,093 (Full Performance - Senior)
Salary range varies by location, work level, and relevant experience to the position.
Positions are located in Maryland and Hawaii.

Training will be provided based on the selectee's needs and experience.

Work Schedule: This is a full-time position, Monday - Friday, with basic 8hr/day work requirement between 6:00 a.m. and 6:00 p.m. (flexible).

DCIPS Trial Period:
If selected for this position, you will be required to serve a two-year DCIPS trial period, unless you are a veterans' preference-eligible employee, in which case you are required to serve a one-year trial period. This trial period runs concurrently with your commitment to the position, if applicable. Before finalizing your appointment at the conclusion of your trial period, NSA will determine whether your continued employment advances the public interest. This decision will be based on factors such as your performance and conduct; the Agency's needs and interests; whether your continued employment would advance the Agency's organizational goals; and whether your continued employment would advance the efficiency of the Federal service.

Upon completion of your trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Specific skills for Wahiawa, Hawaii position:

- Respond to and investigate incidents, including oil spills and/or releases. Maintain records and file reports, as appropriate.
- Inspect and monitor facilities for compliance with applicable specifications, codes, laws, and regulations during construction relative to environment, safety, and health.
- Manage site Collateral Duty Safety (OSHRep) program.
- Identify process driven solutions to mitigate environmental, safety, and health issues in alignment with Management System principles.
- Knowledge of the functions of emergency management including mitigation, preparedness, response, and recovery.
- Design and implement safety and environmental risk mitigation programs, standard operating procedures, and controls.
