Major Duties and Responsibilities:

Lead and provide oversight to complex Office of the Director of National Intelligence (ODNI) facilities programs ensuring alignment with corporate objectives, including those projects or programs with ill-defined requirements, parallel tasks, multiple dependencies, high risks, and multiple interfaces; lead the scheduling and prioritization of work tasks and prioritize critical activities for facilities projects from initiation to completion.

Provide oversight in the monitoring, identification, and resolution of day-to-day Intelligence Community facilities issues, including those related to energy, Military Construction, facilities sustainment, restoration, and modernization program management, and facilities master planning.

Oversee and monitor the development of financial forecasts and annual facilities sustainment, restoration, and modernization budget assessments and make structured recommendations for new space allocation, construction, and occupancy to meet IC mission-critical requirements.

Lead groups of IC peers through applicable working groups and communities of practice to advance collaboration and promote efficiencies across the IC.

Lead, develop, interpret, and enforce ODNI facility policies and building operation guidelines and manage the preparation of reports and information required by ODNI, the Office of Management and Budget (OMB), Congress, and other government agencies.

Lead the development and obtain approval of the annual facility capital construction and minor maintenance/repair (M/MR) budgets for submission to OMB, the DNI, and Congress, and monitor and control facility-related expenditures within the ODNI.

Lead and direct teams for the development of financial forecasts and budget assessments and make structured recommendations for new space allocation, construction, and occupancy to meet IC mission-critical requirements.

Lead facility construction programs, contract negotiations, and manage contractual obligations as defined in associated contracts to support that program.

Lead the development of structured recommendations on facility operational improvements that comply with applicable Executive Orders, regulations, and statutes.

Lead and oversee teams to provide communication with customers ensuring that customer expectations are consistent with realistic time and cost projections, and solicit customer feedback to assess customer satisfaction.

Must be a current permanent ODNI employee OR must be a current permanent Federal employee with supervisory approval to apply to the Joint Duty Assignment (JDA). JDA applicants must be currently at the grade level specified in the advertisement. No temporary promotion opportunities will be granted for this position. The program does not apply to members of the Military service or contractors.

Joint Duty applicants may be considered for this position as a reimbursable detailee, if endorsed by the employing agency. Joint Duty applicants must have a current TS/SCI clearance with polygraph or have the ability to obtain one. The ODNI does not conduct polygraphs or provide security clearances for detailees.

Qualifications

Mandatory Requirements:

Superior ability to manage complex engineering/construction facilities projects, architecture studies and projects, and building operations as well as the ability to oversee the management of multiple facilities maintenance and operations.

Superior ability to plan, organize, and direct facility construction projects, budgets, leases, expenditures, maintenance, and repairs to buildings.

Expert ability to read and interpret blueprints, schematics, construction specifications, and other facilities documents, and make informed decisions regarding the interpretations of this information.

Expert knowledge of the Americans with Disabilities Act (ADA) standards, the Occupational Safety and Health Administration standards, and Environmental Protection Agency regulations, National Fire Protection Association (NFPA) Life/Safety 101 Code, National Historic Preservation Act (NHPA),safety measures, and Architectural/Engineering Codes.

Expert knowledge of Congressional and OMB information needs and reporting requirements, capital projects, policies, processes, and procedures, as well as expert knowledge of space management, programming, building design, construction, and maintenance.

Expert knowledge of Computer Automated Facility Management Systems as well as Building Automated Systems for multi-site locations.

Superior ability to develop financial forecasts, conduct analysis, and lead facility projects concerning space management, design, bids, awards, construction, occupancy, and warranty within the ODNI.

Superior communication, interpersonal, networking, and analytical skills; superior ability to effectively manage competing priorities while adhering to strict guidelines; and superior ability to work effectively, independently, and also in a collaborative environment.

Superior oral and written communication skills including an expert ability to tailor ideas, explanations, presentations, briefings, and concepts to all levels of management

Superior interpersonal, organizational and problem-solving skills, including ability to work effectively both independently and in a collaborative environment using creative problem-solving skills.

Demonstrated ability to manage complex engineering/construction facilities programs with experience in architecture studies, facilities management, and building operations and emphasis on Military Construction Program (MILCON) execution.

Expert knowledge of Department of War, Congressional and OMB information needs and reporting requirements, capital projects, policies, processes, and procedures, as well as extensive knowledge of space management, programming, building design, construction, and maintenance.

Desired Requirements:

Ten to fifteen years of progressively responsible experience in the same or a related field.
