Duties

  • You will manage all aspects of a personnel security program, including the processing of security clearance investigations, conducting pre-screening interviews, and determining an individual's suitability for sensitive positions.
  • You will develop and implement security policies, systems, and procedures to ensure the protection of personnel, information, and facilities.
  • You will oversee access management for highly sensitive programs and provide expert guidance on information security and classification management to leadership and staff.
  • You will conduct security compliance reviews and field assistance visits to evaluate the effectiveness of security programs, preparing and presenting findings to ensure adherence to regulations.
  • You will review verbal and written reports concerning violations of rules and make recommendations concerning corrective measures.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing all aspects of a personnel security program, including the processing of security clearance investigations, conducting pre-screening interviews, and determining an individual's suitability for sensitive positions; 2) Developing and implementing security policies, systems, and procedures to ensure the protection of personnel, information, and facilities; 3) Overseeing access management for highly sensitive programs and provide expert guidance on information security and classification management to leadership and staff; 4) Conducting security compliance reviews and field assistance visits to evaluate the effectiveness of security programs, preparing and presenting findings to ensure adherence to regulations; 5) Executing key components of an insider threat program, including the reporting of derogatory information and contributing to the continuous evaluation of personnel reliability; 6) Creating and delivering security awareness, education, and training programs for the workforce; 7) Collecting, reviewing, interpreting, evaluating and integrating data from multiple sources in assessing the relevance and significance of developments in his/her assigned area, and in preparing new or revising previous analyses, assessments or other products; 8) Planning, reviewing, and evaluating policies, regulations, and procedures in order to carry out all assignments necessary to implement security throughout the activity/field to meet Navy and national security programs requirements; 9) Identifying security gaps, specifying requirements to fill the gaps, and evaluating the data through security reviews and inspections; 10) Developing security tools and methodologies, and analyzing security databases to draw specific conclusions; and, 10) Reviewing verbal and written reports concerning violations of rules and making recommendations concerning corrective measures.

NOTE: This position is designated as a Security Professional Education Development (SPēD) position with a Security Fundamentals Professional Certification (SFPC) requirement. The SFPC is a
DON baseline certification for security workforce employees that support/execute security programs that focus predominantly on the protection of, or vetting the access to, sensitive and/or classified information.

NOTE 2: The incumbent must obtain certification within 24 months of assuming the position. SPēD certification/s must be maintained and undergo renewal process every two years in accordance with SECNAVINST 5500.38. Failure to obtain and maintain this condition of employment could result in disciplinary action and/or removal from employment.

This position is covered by the Department of Defense Priority Placement Program.
