Duties

Help
  • Consolidate and validate input from subordinate levels for the presentation of the budget.
  • Oversee and coordinate the presentation of annual and long-range budgets.
  • Develop data for use in the formulation and execution of annual supplemental budget requests, budget amendments, deferral actions and proposed rescissions.
  • Receive call for budget and interpret call in accordance with OMB, Treasury Department, Congressional regulations, directives, and policies; and prepare guidance for use in developing an integrated budget.
  • Prepare and recommend operating budgets which entails forecasting FTE and funding requirements and estimating the need for discretionary funds.
  • Evaluate relationships between major agency administered program changes and the financial state of the organization.
  • Monitor the execution of the budget for extramural and intramural research programs.
  • Use information systems to gather financial data on research and support activities and integrate databases with spreadsheet applications and graphics to prepare reports, analyses, and budget schedules.

Qualifications

You qualify at the GS-11 level, if you meet one of the following qualification requirements:
A.
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: performing routine administrative duties spanning across all phases (i.e., formulation, presentation, execution, modeling, evaluation) of the budget cycle. This specialized experience includes responsibilities such as 1. Performing administrative duties across all phases (e.g., formulation, presentation, execution, modeling, evaluation) of the budget cycle 2. Assisting with cost estimates for annual operating budgets (e.g., contracts, travel, supplies, employee salaries) AND 3. Monitoring organizational budget in a financial management system to report overspending/unauthorized release of funds to organizational leadership; B. Completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or a LL.M degree. Education must be related to the position to be qualifying OR C. A combination of post baccalaureate education related to the position and specialized experience that meets 100% of the qualification requirements for this position.

You qualify at the GS-12 level, if you meet the following qualification requirement:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1. Independently performing all phases (i.e., formulation, presentation, execution, modeling, evaluation) of the budget cycle 2. Projecting/revising cost estimates for annual operating budgets (e.g., contracts, travel, supplies, employee salaries) 3. Providing expert advice and technical assistance with cost analysis, fiscal allocation, and budget preparation/adjustments to management AND 4. Monitoring organizational budget in a financial management system to prevent overspending and report unauthorized release of funds.

You qualify at the GS-13 level, if you meet the following qualification requirement:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1. Leading all phases (i.e., formulation, presentation, execution, modeling, evaluation) of the budget cycle 2. Projecting/revising cost estimates for annual operating budgets (e.g., contracts, travel, supplies, employee salaries) 3. Providing expert advice and technical assistance with cost analysis, fiscal allocation, and budget preparation/adjustments to management AND 4. Creating/implementing financial management system procedures to prevent overspending and unauthorized release of funds.
