The Supervisory Medical Instrument Technician (EKG)- assumes full administrative and professional responsibility for planning and directing the work of subordinate technicians. Typically these duties include assigning and evaluating the work of subordinate staff; providing electrocardiograph medical instrument technician (EKG) services in more complex cases; reviewing and making recommendations regarding new and emerging procedures; providing instruction and training to new staff; interviewing candidates for positions; recommending selections, evaluating performance; taking disciplinary action when necessary; and identifying educational or training needs. As the supervisor, the incumbent will manage staff to include scheduling staff, hiring procedures, evaluations, advancement, promotion, and disciplinary action as necessary responsible for adhering to all department, service, hospital, agency and national regulations and policies. The incumbent will have knowledge of regulatory requirements. The incumbent will maintain clinical expertise in all the components of telemetry monitoring and ECG.

Major duties and responsibilities of the position:

  • Provide leadership and direction to MIT staff.
  • Accountable for adhering to established policies, standards of care and standards of practice.
  • Demonstrate leadership in improving patient care.
  • Perform administration management, supervision and evaluation of both patient care and Telemetry MIT personnel in the unit.
  • Provide an environment that encourages employees to perform to their full individual potential.
  • Maintain advanced knowledge of complex examination procedures and techniques to provide optimal images for evaluation and treatment by providers.
  • Maintain advanced knowledge of telemetry monitoring equipment, the transmitter, the 12-lead ECG machine and the supplies used for ECG/ Telemetry Monitoring and Central station.
  • Set up, calibrate, and trouble shoot equipment in ECG and Telemetry central stations and related equipment.
  • Establish and follow the standard operating procedures or traditional practice for telemetry monitoring and ECG.
  • Ensure all staff remain current and accurate knowledge of the Medical Center's Infection Prevention Policies and Procedures.
  • Identify potential crisis situations and responds effectively in emergency/code situations on unit.
  • Function as a consultant to MITs and other personnel for complex patient issues.
  • Collaborate with Logistics and other departments/committees/personnel to ensure adequate supply overage in both Telemetry central monitoring station and ECG Lab.
  • Monitor staffing needs and maintains adequate levels to provide safe patient care in coordination with the Nurse Manager.
  • Maintain a safe unit environment by routinely inspecting the area and requesting engineering/housekeeping assistance as needed.
  • Communicate and/or mediate effectively with staff and support personnel to solve patient care and staff issues.
  • Conduct staff development and training.
  • Assist the Nurse Manger with monitoring unit for compliance with applicable performance measures and Joint Commission standards.
  • Audit charts for complete and accurate documentation.
  • Demonstrate managerial practices that include effective staff and management relationship and leadership skills.

Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. There are no specific educational requirements for this occupation. Education may be substituted for experience only at the GS-4 and GS-5 levels. See the grade requirements part of this standard for information regarding educational substitutions.
Licensure or Certification. Licensure or Certification is not required for this occupation; however, it is strongly desirable at GS-6 or above as evidence of possession of the essential knowledge, skills, and abilities. For certain functional areas at the higher levels or supervisory assignments, specific certifications appropriate to the specialty are indicated in this standard under "Titles and Certification/Registrations".

  • For all specialties identified in this standard, Basic and Advanced Cardiac Life Support certifications are desirable. Training which does not result in official certification does not meet this definition.
  • Grandfathering Provision. The following is the standard grandfathering policy for all Title 38 Hybrid qualification standards. Some of these provisions may not apply to this occupation. Please carefully review the qualification standard to determine the specific education and/or licensure/certification/ registration requirements that apply to this occupation.
    • All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
      • Such employees in an occupation that does not require a licensure/certification/registration, may be reassigned, promoted, or demoted within the occupation.
      • Such employees in an occupation that requires a licensure/certification/registration, may be reassigned, promoted up to and including the full performance (journey) level, or demoted within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions.
      • Such employees in an occupation that requires a licensure/certification/registration only at higher grade levels must meet the licensure/certification/registration requirement before they can be promoted to those higher grade levels.
      • Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.
      • Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation.
      • If an employee who was retained in an occupation listed in 38 U.S.C. ยง 7401(3) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.
  • Physical Requirements. See VA Directive and Handbook 5019.
  • English Language Proficiency. Medical Instrument Technicians must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: GS-9
  • Experience. At least 1 year of experience comparable to the next lower grade level, which is directly related to the duties of the position to be filled, and must fully meet the KSAs at that level. In addition, the candidate must demonstrate the following technical KSAs:
  • Demonstrated Knowledge, Skills, and Abilities. KSAs 1, 2, and 3 are appropriate for all positions at this level. KSAs 4 and 5 are to be used in accordance with their appropriateness for the specific assignment.
    • Knowledge of the more complex examination and treatment procedures and techniques such as SAECG, ETT, Tilt table monitoring, electrophysiology monitoring, and event monitoring in order to provide training and supervision in these procedures, to develop analysis interpretation formats, and to receive inquiries concerning results.
    • Knowledge of JCAHO and other regulatory requirements.
    • Ability to communicate effectively and professionally with employees at varying grade levels.
    • Ability to provide, or provide for, staff development and training.
    • Ability to manage and supervise employees.
  • Certification. Certification by Cardiovascular Credentialing International (CCI) as a Certified Cardiographic Technician (CCT) is highly desirable at this level. Basic Cardiac Life Support (BCLS) and Advanced Cardiac Life Support (ACLS) certifications are also desirable for employees at this level.
  • Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time.
    • Supervisory Medical Instrument Technician (EKG). Individuals in this assignment assume full administrative and professional responsibility for planning and directing the work of subordinate technicians. Typically these duties include assigning and evaluating the work of subordinate staff; providing medical instrument technician (EKG) services in more complex cases; reviewing and making recommendations regarding new and emerging procedures; providing instruction and training to new staff; interviewing candidates for positions; recommending selections, advancements, promotions; evaluating performance; taking disciplinary action when necessary; and identifying educational or training needs.

Preferred Experience:
  • Certification by Cardiovascular Credentialing International (CCI) as a Certified Cardiographic Technician (CCT) preferred
  • BCLS (Basic Cardiac Life Support) certification preferred
  • ACLS (Advanced Cardiac Life Support) certification preferred

Physical Requirements: This position includes a level of physicality normally associated with duties performed by technicians such as direct patient care, and potentially long periods of walking, standing, sitting, moderate lifting, repeated bending, or kneeling. Examples may include but are not limited to: Significant amounts of time standing and walking assisting patients or staff. Utilization of safe patient handling and mobility protocols. Moderate lifting is required to move equipment throughout the EKG clinic and other Medical Center locations. Considerable manual dexterity and hand-eye coordination are continuously required. This includes continuous observation of a computer screen. Cardiopulmonary resuscitation demands coordination and stamina. Reaching above shoulder; Use of fingers; Both hands required; Walking (up to 3 hours); Standing (up to 3 hours); Repeated bending (up to 1 hour); Ability for rapid mental and muscular coordination simultaneously; Near vision correctable at 13" to 16"; Hearing (aid permitted).
