Functions of assigned duties, but not limited to the following:

Administrative/Supervisory (40%)

  • Develop and implement programs, policies and procedures, and monitor outcomes/performance measures that apply to the clinic.
  • Lead a multidisciplinary team that includes psychologists, physicians, physician extenders, social workers, nurses, and other health care professionals and trainees.
  • Responsible for the development, implementation, and oversight of operational policies and procedures for the treatment team, with the approval of the affiliated Service Chief.
  • Conducts ongoing program evaluation and data-driven quality improvement projects that monitor the effectiveness of clinical operations within their respective program(s).
  • Organizes and leads team meetings in order to facilitate case disposition, care management, effective delivery of clinical interventions, and the adherence to administrative demands.
  • Plans work to be accomplished by team members, including establishing priorities, timelines for completion, and necessary adjustments therein.
  • Ensures timely access to care of patients assigned to the team, in accordance with local and national policies.
  • Provides clinical supervision, as appropriate.
  • Provides leadership in hiring of new staff members for the team.
  • Resolves conflicts among team members.
  • Assumes responsibility for taking appropriate disciplinary actions for employees with performance problems.
  • Attends and participates in administrative and informational meetings.
  • Protects printed and electronic files containing sensitive data.
  • Provide consultation, direct patient care, educational, training, research, and performance improvement activities in which Psychology Service is involved.
  • Collaborates with MH&BM management in the strategic planning for the service both on an annual and long-range basis.
  • Provides technical advice and assistance regarding all Psychology program areas in support of management and mission accomplishment.
  • Ensures that Psychologists in the facility meet the requirements of the Psychologist Qualification Standards.
  • Supports the Human Resources management program for their assigned area.
  • Supports internal policies and programs.
  • Communicates with assigned staff to disseminate policies, provide CTVHCS updates, discuss performance, and obtain feedback.
  • Consults with others to offer research guidance and to stimulate new research directions.
  • Prepares RFP's and grant proposals as needed.
  • Ensures that the areas under their responsibility are in compliance with accreditation requirements for VA, Joint Commission, CARF and other required regulatory guidelines.
  • Demonstrates knowledge of the SAIL performance measures (e.g., new patient access)assigned to MH&BM and an ability to develop strategies for the service to meet and exceed the set benchmarks.
  • Other clinical and administrative duties as assigned.
Direct Patient Care Functions (60%):
  • Provides evidence-based individual and group psychotherapy to veterans with complex mental health problems, especially as regards to adaptation and rehabilitation. Treatment approaches may include but are not limited to: acceptance and commitment therapy, cognitive behavioral therapy for substance use disorder (CBT-SUD), and motivation enhancement.
  • Participates as a member of medical center hospital committees as directed.
  • Maintains appropriate records and follow-up data on patients who are their responsibility.
  • Serves as a member of the planning group for evaluating the effectiveness of the treatment program and modifying it to better serve the needs of the patient.
  • Complies with all CPRS documentation procedures.
  • Attends and participates in administrative and informational meetings as held by CTVHCS and MH&BM management.
  • Other clinical duties as assigned.

Pay: Competitive salary and regular salary increases
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66.
Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling.
  • Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment. NOTE: It is VHA policy that a LPMHC who does not yet have a license that allows independent practice must be supervised by a licensed independent practitioner of the same discipline who is a VA staff member and who has access to the electronic health record.
    • Exception. VHA may waive the licensure requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure. This exception only applies up to the full performance level. For grade levels at or above the full performance level, the candidate must be licensed. The appointing official may waive the requirement of licensure for a period not to exceed 3 years for a LPMHC that provides care under the clinical supervision of a licensed LPMHC who is at or above the full performance level. This exception only applies at the entry level (GS-9). For grade levels at or above the full performance level, the candidate must be licensed. The Human Resources Office will provide the unlicensed LPMHC in writing the requirement to obtain licensure, the date by which the license must be acquired, and the consequences for not becoming licensed by the deadline. The written notice must be provided prior to the entrance on duty date.
  • Grandfather Provision. All persons employed in VHA in as LPMHC on the effective date of this qualification standard are considered to have met all qualification requirements for the grade held, including positive education and licensure/certification/registration that are part of the basic requirements of the occupation.
  • Physical Requirements. See VA Directive and Handbook 5019.
  • English Language Proficiency. LPMHCs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3.j.
Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.

Licensed Professional Mental Health Counselor (Program Manager), GS-13

Experience, Education and Licensure. In addition to the basic requirements, candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.

Assignments. LPMHCs manage the daily operations of multiple programs, develop and implement program policies and procedures, or serve as chief or principal counselor to a number of LPHMCs. They are responsible for oversight of administrative and programmatic resources and monitoring of outcomes. They prepare reports and statistics for facility, VISN, and national leadership. Decisions may affect staff and other resources associated with the programs managed and are made while exercising wide latitude and independent judgment. They may be responsible for the program's budget. They may also supervise employees assigned to the program.

Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs for the GS-12 grade level, the candidate must demonstrate the KSAs below:

1. Ability to make judgments and decisions associated with program management.
2. Ability to monitor program outcomes using data driven quality assurance process.
3. Ability to develop productivity standards appropriate to each service provided.
4. Ability to manage a wide range of programs which include the operation and management of key clinical, training or administrative programs.


Preferred Experience:
  • Minimum of 5 years of experience (including training) in VHA.
  • Prior leadership experience (formal or informal) within a VHA setting.
  • Knowledge and experience with performance measures and external accreditation standards (i.e., CARF, Joint Commission)
  • Experience in direct administrative supervision and personnel management.
  • Experience with program development, program evaluation, and program improvement.

The full performance level of this vacancy is GS-13.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.

Functional Requirements:
Individuals, including wage-grade drivers, title 5, title 38, and hybrid title 38 employees or volunteers who are required to operate a government owned or leased vehicle to successfully carry out their assigned duties must be medically cleared prior to appointment (positions that require a CDL are covered under a separate OF-178).

Assessment must be made for any acute or chronic medical/physical condition or medication use which interferes with the ability operate the appropriate Government-owned or -leased vehicle safely and without undue risk to themselves or others. The following requirements must be met:
  • distant vision 20/40 in one eye with or without correction,
  • field of vision 70 degrees,
  • ability to distinguish red, green and amber,
  • whispered voice at five feet, or average hearing loss of not greater than 40 dbs. at 500, 1000 and 2,000 Hz.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
