Help

This position serves as an investigator and counsel in the Office of the Inspector General (OIG), conducting investigations and providing legal counsel and policy advice to the IG, auditors, investigators, evaluators, and other IG staff. Responsible for all aspects of investigations under the purview of the Inspector General Act of 1978, as amended (Inspector General Act). This position:

  • Provides legal support in all facets of the OIG investigative process and advises the IG on other OIG activities to include audits, evaluations, the OIG Hotline Program, congressional engagements, and other activities under the Inspector General Act.
  • Conducts extensive legal research and analysis and communicates recommendations orally and in writing to the IG, Assistant Inspector General for Investigations (AIGI), and other stakeholders.
  • Conducts complaint intake and analysis, drafts investigative plans for OIG factfinding, requests and reviews evidence, conducts investigative interviews, and drafts investigative reports and recommendations, all in accordance with OIG policy and applicable quality standards.
  • Works with law enforcement and other stakeholders when preparing investigative plans, subpoenas, investigative reports, press releases, OIG regulations, strategic plans and other written material.
  • Advises the IG and AIGI on policy that affects OIG operations and agency programs.
  • Performs other duties of a legal nature such as attending meetings and hearings at the direction of the Inspector General.

Qualifications

BASIC REQUIREMENT: All applicants must possess the following:

  • J.D.; and
  • Active membership of the bar in good standing in any state, territory of the United States, the District of Columbia, or the commonwealth of Puerto Rico. (Note: proof of bar membership will be required before entry on duty)

                                                            AND

To Qualify at the CT-14 Grade Level:

Candidates must have a law degree (J.D. or equivalent) and bar membership and 4 years of relevant legal experience after completion of law school. Relevant legal experience is defined as attorneys, law clerk, or other legal experience which was obtained after graduation from a law school. Legal and non- legal experience gained in the Federal government or private sector prior to completing a law degree cannot be used to satisfy the legal experience requirement. Work while in law school does not count.

Demonstrated skill in:

  1. Planning and conducting all aspects of investigative work, including preparing investigative plans, interviewing witnesses, electronic and physical records review, data analysis, and writing investigative reports
  2. Researching Federal laws and regulations; compiling evidence through formal interviews and reviewing documentation; analyzing evidence; and drafting written reports
  3. Using information management programs including word processing, presentation programs, and spreadsheet/database software; experience using electronic information and file management systems.

Education

Successful completion of a full course of study (J.D.) in a school of law accredited by the American Bar Association (ABA).

To be creditable, education must have been obtained in an accredited college or university. Relocation: Relocation expenses will not be paid.

This job is being filled under a Schedule A hiring authority 5 C.F.R. § 213.3102 and is excepted from the competitive civil service.
