  • Serve as a Construction Representative responsible for an assigned function of surveillance of contract construction operations for major military project to include barrack complexes, family housing, hospital, warehouse complex, hangars, etc.
  • Maintain surveillance, on a day-to-day basis, over the full range of field engineering activity associated with specific phases of a major military construction project.
  • Monitor contractor quality control program. Observe and investigate construction at all stages to identify problem, take timely action to correct discrepancy, and to ensure full compliance with contract plans and specification.
  • Participate in pre-award activity on assigned project. Review plan and specification for proposed project to determine Biddability, Constructability, Operability, Environmental and Sustainability (BCOES) from a construction viewpoint.
  • Request service for third party testing specialist prior to, during, and after construction. Review contractor proposed working schedule for logic, adequacy, and to determine construction schedules will be met.
  • Conduct onsite recommendation for contract modification to solve problems requiring design change, change in material or construction method. Review proposed modification from the viewpoint of cost and quantity of material.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Monitor major civil/military projects such as conventional buildings of all types of barracks complexes, family housing, hospitals, warehouse complex, hangars etc.; AND 2) Interpreting engineering and architect plans and/or specifications. AND 3) Perform related administrative work such as daily reports, pay and construction progress/delays for review. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-9).

This position is being filled as a one-grade interval position. For most one-grade interval occupational series, the qualification standard calls for at least one year of specialized experience at the next lower grade. However, there is no position in the normal line of progression that is one grade lower than the position being filled. Therefore, one year of specialized experience at the second lower level is creditable for in-service (current or former federal employee) applicants. However, for outside applicants (i.e., those without current or prior federal competitive or excepted service), one year of specialized experience equivalent to at least the next lower level is required. Please see statements below for qualifications and time in grade requirements.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement:
Internal/Previous Federal Employees: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Non-Federal Employees: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-10).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
