This position is located in the VA Community Care Section of Integrated Access Service (IAS) at the Cincinnati VA Medical Center located at Fort Thomas. The primary purpose of the position is to improve the quality, efficiency, and effectiveness of administrative personnel within VACC by supervising the Program Support team. This position administratively oversees a diverse array of administrative duties with the primary responsibility of ensuring efficient daily operations.

The Cincinnati VA Medical Center (CVAMC) is a two-division campus located in Cincinnati, OH and Fort Thomas, KY serving 15 counties in Southwest OH, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. The CVAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division.

Major Duties:

  • Serves as full time Supervisory Program Analyst of the VACC Section of IAS for the Medical Center. The incumbent works as a senior manager in IAS with direct accountability for VACC services. As a member of higher level management, the incumbent is responsible for a wide variety of functions related to community care coordination and other contract services; these include financial analysis, programmatic oversight of the VACC Section, community provider relations, information management, performance of clinical/financial feasibility studies, and support in strategic planning efforts.
  • Works under the general supervision of the IAS VACC Nurse Manager and works directly with the IAS Chief. Incumbent is a primary resource to these offices for projects related to community care coordination and is also expected to work on other related projects whenever appropriate. Responsibilities include fact-finding and analysis of data (financial, cost, etc.) and preparation of managerial problems assigned to the incumbent for review. Incumbent identifies areas of concern independently, because of thorough analyses, and presents these to management with recommendations for resolution. Incumbent is closely involved with all VACC operations across the Medical Center and is programmatically responsible for the day to day operations of the VACC Section, providing direction and oversight to the parties involved with its functionality.
  • Actively participates with a variety of Medical Center committees, as they relate to the position. Committees may include, but are not limited to, Oversight Council for Community Care, Clinical Executive Board, Administrative Executive Board, and Compliance Committee. The incumbent is flexible in the position in so far as his/her ability to handle project requests at all levels of Medical Center Administration.
  • Responsible for daily supervision and support of administrative employee within VACC. This includes training, evaluating performance, reviewing staffing and workload, assigning work, and day to day oversight of staff. Incumbent assists in the development of improved automated, computerized managerial reports and reporting techniques. These can involve single or multiple variables, and may be related to areas of staff productivity, historical performance reviews, improving work-flow procedures, etc. Decisions on data source, methodology of data collection, techniques of analysis, display of findings, conclusions, recommendations, are generally left to the discretion of the incumbent.
  • Coordinates with informatics for development and management of data systems, assisting and creating the basis for data driven decision-making of VACC management. Determines best method to collect requested data from a variety of multiple sources, compiles statistics and other data. Performs data retrieval and analysis for reports; prepares Facility reports to monitor accuracy and utilization regarding the Community Care program and communicates to appropriate Facility groups for action.
  • Develops and implements an in-depth training program for the VACC to ensure staff are properly educated and accountable for the Community Care program to include documentation in the medical record, creation of authorizations for care, and other administrative duties.
  • Executes special projects and assignments in collaboration with VACC personnel in order to identify new training resources, develop training material, and track documentation of program compliance for training initiatives. Develops training plans with clinical and administrative lead staff for initial and ongoing orientation, training and assistance to new and existing personnel regarding office policies, processes and procedures. Performs studies/projects to determine staffing needs, develops position descriptions and job analyses, functional statements, prepares performance plans and appraisals. Develops orientation plans for new employees to IAS and conducts follow up training and communicates results to the Chief, IAS.
  • Performs other related duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/25/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Conducting complex analyses of program operations, costs, and performance. Planning and overseeing program/project tasks, using metrics to monitor success. Preparing analytic reports and briefings for upper management. Supervising and mentoring program staff, ensuring deliverables align with goals. Coordinating cross-functional work across organizational boundaries. Recommending and implementing process or policy improvements. Communicating clearly in oral and written formats to internal and external audiences.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related

  • Combination: Applicants may also combine education and experience to qualify at this level. You must have equivalent combination of successfully completed higher level graduate education and specialized experience, as described above, which meets the total experience requirements for this grade level. NOTE: Your experience must be documented in your resume and transcripts are required.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is performed in an office setting. Some carrying, walking, bending, and stooping may be required. Incumbent must be able to work under pressure, while experiencing conditions of frequent interruption, and uneven workloads. Manual dexterity in operation of keyboard and computer monitor is required. Traveling to other campuses of the VA Healthcare System may be required. This position necessitates a mobility factor involving, for observation or problem solving, physically visiting various onsite locations or services. Some light pushing, pulling and lifting.
