The mission of HROD is to work with the overall formulation of recruitment, staffing, placement, classification, employee benefits and pay in support of FSIS mission and programs.

Duties

Help
  • Provide advice and guidance to all supervisory levels on human resources management principles, techniques, acceptable personnel practices as well as statutory, regulatory, and procedural requirements.
  • Work closely with senior management and other management personnel in providing advice on a full range of human resources functions such as student employment, staffing, recruitment, and position management.
  • Directly supervise a human resources staff.
  • Communicate and integrate the agency's strategic plan, mission, vision, and values into the Branch strategies, goals, objectives, work plans, and work products and services.
  • Maintain effective workload flow and top-quality production.
  • Plan work to be accomplished by subordinates; set and adjust short-term priorities; prepare schedules for completion of work; and assign work to subordinates based on priorities.
  • Ensure accurate work estimates based on such factors as past experience, anticipated workloads, estimated production capabilities of assigned personnel for use by the Assistant Director, HROD and other Human Resources supervisory staff.
  • Provide expert advice to executive management and employees on federal civilian personnel laws, regulations, policies, and procedures in Staffing, Classification, Position Management, Employee Benefits, Personnel Security and Pay Administration.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-13 grade level for consideration for the GS-14 grade level.)

For the GS-14 level: Applicants must have one year of specialized experience (equivalent to the GS-13 level).

Resume must demonstrate at least 4 of the following 7 areas:

  • Administrative or management experience in planning, directing, coordinating, and evaluating a federal civilian Human Resources Operations Program.
  • Analyzing, developing, evaluating, or promoting improvements in the policies, plans, methods, procedures, systems or techniques of a federal civilian Human Resources Program.
  • Formulating and implementing federal civilian human resources policies involving shared services clients, student employment program, staffing, recruitment, position management, personnel security, classification, pay administration and employee benefits.
  • Providing advice and guidance to management/supervisors on federal civilian human resource management principles, techniques and acceptable personnel practices, as well as technical advice on propriety of statutory, regulatory and procedural requirements.
  • Providing expert advice to executive management and employees on federal civilian personnel laws, regulations, functions, policies, and procedures in areas such as Staffing, Classification, Position Management, and Pay Administration.
  • Representing an Agency in variety of inter-agency, agency and/or division organizations and/or work groups; including the preparation and delivery of presentations to multiple levels of management within an Agency.
  • Contracting experiences in managing effective business partnership with the Contracting Officer, agency and other business advisers, and program participants. Accepting or rejecting invoices for given tasks or deliverables in accordance with the Prompt Payment Act. Inspecting and accepting deliveries of services by monitoring for conformance with contract/order/agreement terms and conditions.

Temporary Promotion Not-to-Exceed: This is a temporary promotion not-to-exceed one year and may be extended (up to 5 years) without further competition or may end earlier due to lack of work or funds, or at the discretion of the Hiring Manager.

This temporary promotion may be made permanent without further competition. If it is not possible to be returned to the prior position, you should be placed in another position in your agency for which qualified, at the same grade and geographic location as before. Should this not occur, reduction-in-force procedures may be necessary. If you are selected, we will work with you and your supervisor on an agreement covering return rights so every effort will be made to return you to a properly classified position for which qualified and at the same grade level.

This position is subject to all applicable laws, regulations, and policies under the direction of Agency. Selection does not restrict the Agency from any future reorganization or realignment efforts. If a change in duty location is required after selection due to a directed reassignment, relocation expenses may be reimbursed. Declination of a directed reassignment could result in your removal from Federal service.
