Summary

This positions primary responsibility is to furnish leadership, instruction, and supervision to subordinate employees assigned to the Transportation Section of Facilities Management Service (FMS) at the Martinsburg VA Medical Center. Incumbent is responsible for inspecting the work of all employees of the unit for compliance with specifications and ensuring that proper procedures, safety rules, and regulations are being followed.

Duties includes but are not limited to:

  • Supervises 8 GS-06 MVOs, 6 GS-07 MVOs, and 3 GS-08 MVOs who provide essential transportation services to Veterans within our geographically complex catchment area, encompassing 4 states and over 20 counties. Supervises the Fleet Manager and provides coverage for Fleet Manager during periods of absence.
  • Held accountable for the effective function of the team to solve problems or program issues under review.
  • Distributes and balances workload tasks among employees in accordance with workflow requirements, assuring timely accomplishment of the assigned tasks or projects.
  • Provides expert advice on specific requests and makes available written instructions, reference materials, and relevant background materials.
  • Reviews and validates vehicle telematics traffic violation reports.
  • Prescribes performance standards for subordinates, keeps employees informed of expectations, appraises performance and recommends training to comply with the 40 hours of mandatory training. Incumbent counsels subordinates and initiates recommendations for recognition or disciplinary action.
  • Responsible for ensuring that proper maintenance records are kept on all vehicles and pieces of equipment assigned to the unit. Incumbent is responsible for the submission of monthly, quarterly, and annual cost and estimated cost reports on vehicles. Incumbent sets specifications and orders new replacement equipment for the Transportation Section.
  • Inspects commercial sources for maintenance of vehicles operating locally and in areas serving the VA Medical Center Martinsburg WV. Directs service station operations for the area. Prepares specifications and requirements for nonstandard vehicles and equipment or determines if requirement can be filled by modifications of existing vehicles. MVO Supervisor procures accessory equipment locally and is responsible for preparation of basic specifications for the equipment, for solicitation of competitive bids, award, and inspections and acceptance of equipment.
  • Advises on Facilities Management Service goals of cost reduction, energy reduction and productivity improvement. Actively participates in agency reduction and productivity improvement. Actively participates in agency surveys and studies and serves as a team member in making analyses of current fleet operations and economic comparisons of General Services Administration (GSA) services.
  • Represents VAMC Martinsburg interests and policies at local levels in dealing with state and local governments, committees involving vehicle transportation policies, Federal Executive Boards/Associations, and local transportation planning commissions. He/she is responsible for local defensive driving program, assists in VISN and Central Office project groups.
  • Oversees the Fleet Purchase Card program, managing the role of facility's Fleet Purchase Card Approving Official. Additionally, he / she completes monthly audits and generates monthly reconciliation reports to identify anomalies. He / she investigates any instances of questionable fleet charges, and works collaboratively with service leadership to address issues of policy violation.

Qualifications

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is sedentary; however, it also involves walking, standing, bending and carrying of items including books, supplies and parts and driving motor vehicles. Travel is required for inspection of maintenance and repair work, accident investigation, and visiting customer locations.

Working Conditions: Work is performed in an office setting and frequently in a maintenance shop setting. There is frequent exposure to dirt, grease, noise and machinery. Incumbent may be required to travel approximately 200 miles a day in the performance of their duties. Incumbent may be required to troubleshoot equipment in remote areas.

Must possess a valid, state driver's license or commercial driver's license (CDL)
