Duties

Help

  • Plans, organizes, and oversee the activities of the Navy Service Personnel Element. Leads the Navy Personnel Element, identifying and analyzing key issues, developing strategies, and advising both the Combatant Commander and Navy Element Commander and senior leadership on plans, organization, and activities of the Navy personnel.
  • Serves as the Navy Personnel Programs Manager for United States Central Command, Commander, providing direct executive level support to the Navy Element Commander (two-star admiral) and Commanding Officer (Captain/O-6), USCENTCOM Director of Manpower and Personnel (0-6), all in support of Combatant Commander's (four-star flag officer) objectives. Participates in special projects and initiatives and performs special assignments as requested.
  • Represents and advocates on behalf of USCENTCOM and the Navy, with Joint Staff, Department of the Navy, Navy Personnel Support Activities, U.S. Naval Forces Central.
  • Manages the Information Security Program. Advises, assists, and carries out the orders of the Director within the tolerances of the HQ USCENTCOM Information Security Program.
  • Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work of subordinate employees.

  • May be subject to reasonable suspicion testing, safety mishap, or accident testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP
  • This position may include information assurance (IA) work as an additional duty. Per DoD 8570.01-M Information Assurance Workforce Improvement Program or its replacement based on DoDD 8140.01,Cyberspace Workforce Management,
  • must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.
  • Failure to receive the proper IA certification may result in removal from this position.
  • Must be able to obtain and maintain Information Assurance (IA) level 1
  • Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positoins.l

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes 1)Expert knowledge of command missions, organizational structures, and program operations, including the relationship and coordination of administrative support activities required to ensure effective mission execution 2)Assessing programs/projects, analyzing findings, making recommendations on substantive operating programs 3) Preparing staff reports/briefings, organizing and delivering briefings to management 3) Applying knowledge of qualitative and quantitative techniques for analyzing and measuring effectiveness, efficiency and productivity of administrative and technical programs 4) Applying In-depth knowledge of military command structures, missions, programs, and organizational relationships, including program goals and objectives, the sequencing and timings of key operational events and milestones, and the evaluation of planning actions to assess their impact on personnel, manpower and service programs.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1.Comprehensive knowledge of the organization, functions, roles and mission of a strategic, geographic combatant command (CCMD) headquarters, as well as the principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to sufficient to support CCMD Navy wide personnel/manpower/services program administration responsibilities.

2.Thorough knowledge of DoW, Navy, AF, Federal and industry policies, regulations, and organizational
structure and mission as well as the principles, practices, and functions of personnel/manpower/services program administration to support operations and perform difficult and complex work assignments.

3.Knowledge of analytical and evaluative methods to develop, monitor, and analyze applicable statistical data to track and assess the efficiency and effectiveness of programs in order to meet strategic goals and plan improvements of Navy programs, sufficient to serve as a technical specialist and spokesperson to further operating agency objectives on important issues.

4.Knowledge of standardized procedures and requirements relate to operating Navy programs in order to conduct program evaluations, identify problems, and resolve inefficiencies.

5. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relationships. Ability to plan, organize, and direct the functions and staff of an small section and provide supervision and guidance to military and civilian personnel.

6. Ability to perform independently to accomplish difficult and complex advisory functions which are
characterized by a great depth, breadth, and variety of program applications and require experience and independent judgment. The diversity of the program calls for initiative, creativity, and adaptability to resolve pervasive problems and issues without compromising program objectives, requirements, and security.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
