This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base Facilities and Major Range and Test Facilities Base, NDAA 1125 (a) and (c) to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Position may be filled at any grade level WG-6, 7, or 8. If developmental, completion of performance & training requirements selectee may be promoted to the target WG-08. Blocker/Bracer and Truck Driver.

Duties

Help
  • At the full performance WG-08 you will perform the following duties: Position items and containers in boxcars, gondolas, flatcars, and truck trailers according to the capacity of the carrier and configuration and weight of the shipment.
  • Block and brace a variety of equipment and general supply items on commercial and military carriers using blocks, braces, wedges and other staying devices, as well as wire cables, and chains.
  • As a motor vehicle operator / truck driver, operate a gasoline or diesel-powered truck tractor with semi-trailer, Strad-O-Lift trailer, or van to haul a wide variety of high explosives, munitions and components.
  • Assure the load does not exceed vehicle capacity, and that items are considered safe for movement and transfer.
  • Assemble, install, and repair a variety of standard and non-standard wooden articles used in storing, renovating, and transporting ammunition.
  • Set up, adjust, and use portable circular saws (radial arms) and impact wrenched compressors, generators, and a variety of hand tools.
  • Store, stack, and palletize items. Determine proper storage/destination location from instructions received. Assemble items for movement, and select items for issue or movement.
  • Operate an electric or gasoline-powered fork lift, capable of lifting up to 10,000 pounds as high as 168 inches.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret Security Clearance.
  • Must meet the requirements of AMCR 350-4, Training and Certification Program for personnel working in ammunition operations.
  • Position requires you to obtain and maintain a Commercial Driver's License (CDL) with a Haz Mat Endorsement within 6 months of the date of appointment at the WG-08 level.
  • Position requires submission to a random urinalysis screening in accordance with Army Regulation 600-85.
  • Position is subject to Lautenberg Amendment of the Gun Control Act of 1968.
  • Must be cleared IAW requirements of AR 190-11, Physical Security of Arms Ammunition and Explosives (AA and E).

You will receive credit for all qualifying experience, including volunteer experience.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.

WG-06 Minimum Qualifications (Screen Out Element) Ability to do the work of a(n) Blocker/Bracer (MVO) ~ without more than normal supervision: Perform duties or tasks that include experience using hand tools including saws or power drills or operating forklifts, trucks or tractors to transport cargo. - Failure to meet this Screen out Element will result in an ineligible rating.

WG-07 Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Blocker/Bracer (MVO) ~ without more than normal supervision: Perform duties or tasks that include securing cargo on trucks or trailers by installing blocks, wedges, braces, chains or other staying devices or constructing or repairing wooden structures using power tools such as nail guns and saws AND operating vehicles such as van trucks, fuel trucks, dump trucks or trash removal trucks. - Failure to meet this Screen out Element will result in an ineligible rating.

WG-08 Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Blocker/Bracer (MVO) ~ without more than normal supervision: Perform duties or tasks that include securing cargo on trucks by installing blocks, wedges, braces or other staying devices. Constructing or repairing wooden structures using power tools such as nail guns and saws. Operating a truck tractor-trailer or vehicle with gross vehicle weight of 32,000 pounds or more. - Failure to meet this Screen out Element will result in an ineligible rating.

  • PHYSICAL EFFORT: Work requires frequent standing, stooping, bending, arm movement, and climbing from ground level to loading surface of carriers and climbing on top level of bi-level railroad cars and atop trailers and containers approximately 20 feet in height. Incumbent must traverse uneven loaded surfaces within boxcars and must climb on vehicles and artillery to install platforms for basic issue items. Sometimes works in cramped areas or on temporary platforms. Work requires lifting, positioning, and carrying items up to 40 pounds while loading or unloading cargo. May occasionally lift heavier items with assistance. Moderate physical effort is required to make truck-tractor and semi-trailer connections. There is continuous physical activity in reaching, bending, turning, or moving feet and legs to manipulate controls.
  • WORKING CONDITIONS: Work is performed inside shop areas or in partly enclosed areas that are sometimes uncomfortably warm, cool, damp or drafty; and outside in all kinds of weather. During winter months, works on loading ramps in near zero temperatures with almost constant wind and snow. Occasionally performs work at heights of up to 20 feet from the ground in adverse weather conditions. In summer months is subject to discomfort of heat, high-velocity dry winds, gnats, mosquitoes, etc. May perform work around protruding nail heads, steel banding, broken carrier floors, etc. Frequently exposed to loud noise such as that from power saws, hammers, and nailing machines. Exposed to nose and lung irritations from sawdust; to possible injuries from sharp blades, tools, flying particles, nails, staples, and fasteners; to splinters from handling unfinished wood, and subject to cuts, scratches, and bruises from loading or unloading vehicles. Subject to possible serious injury resulting from traffic accidents. Is required to work on concrete floors. Work is performed where there is unpleasant dust, dirt, fumes and noise from truck operations. May wear masks, gloves, goggles, and rubber boots as appropriate.
