Duties

Help

The Deputy Assistant Director (DAD) for HSI's Office of Administrative Operations (OAO) shares responsibility and delegates authority for overseeing and administering all mission support and management activities for HSI. The role provides leadership across key functions, including budget and finance, personnel administration, resource management, IT and infrastructure, training, strategic planning, FOIA administration, policy development, and coordination of congressional and public strategies.

Additionally, the DAD, Administrative Operations:

  • Oversees and reviews the expenditure of appropriated funds to ensure their effective and efficient use, authorizing cost-saving initiatives that enhance operational efficiency while reducing operating costs and maintaining high professional standards.
  • Ensures that HSI's operational needs are consistently met and that all activities comply with the Government Performance and Results Act. Develops detailed plans and financial estimates for each HSI program as part of the annual budget submission.
  • Supports the Assistant Director (AD) for HSI's OAO in the formulation and administration of policies impacting the agency's mission, and develops, evaluates, and implements policy for agency-wide programs. Provides executive-level direction in planning both long-range and short-term strategies, conducts thorough evaluations of program goals and objectives, and directs necessary adjustments to ensure alignment with the evolving agency mission.
  • Communicates regularly with the management team regarding the status and effectiveness of work activities and programs, and oversees the implementation and administration of all applicable policies, procedures, guidelines, and directives. Advises the AD on matters requiring the development or modification of policies, procedures, guidelines, or directives.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the TQs.

  • TQ 1: Demonstrated expertise in formulating and executing results-oriented policies, strategies, and solutions that drive organizational excellence and achieve enterprise-wide goals and objectives.
  • TQ 2: Demonstrated leadership in directing complex administrative programs-including budget formulation and execution, strategic workforce planning, asset management, and enterprise performance management-for a large federal organization with national and global operations; recognized for establishing and operationalizing performance objectives, metrics, and accountability frameworks that optimize organizational effectiveness and mission delivery.
  • TQ 3: Proven ability to shape organizational strategy by framing and articulating enterprise-wide issues for senior decision-makers; convey sophisticated technical and operational concepts to a variety of stakeholders; and cultivate high-impact partnerships across multidisciplinary teams to drive mission-critical results.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the TQs listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.   • ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
  • ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in a U.S. Office of Personnel Management (OPM)-approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50 or certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
