Summary

This position is located at Bureau of Engraving and Printing, with in the Policy, Accountability and Analytics Division. As a HR Specialist, you will oversee and conduct research, develop and evaluate new personnel policies/programs that support the strategic management of BEP's workforce. You may be assigned to work in other personnel management functional areas to develop personnel guidance/procedures, work on special projects/cross functional teams, and support the strategic management OHR.

Duties

Help

As a Human Resources Specialist, you will:

  • Develop policy issuances and provide guidance for use throughout the BEP in a variety of human resources functional areas.
  • Develop policy and program development through the Human Resources Officer (HRO), other senior officials, labor unions, the Director and other appropriate parties.
  • Assist with analyzing audit findings and work with all areas of OHR to develop sound solutions to increase efficiencies. In addition, maintain systems to track implementation to ensure compliance.
  • Lead or participate in internal studies of program effectiveness and based on results; develop guidance, policies, standard operating procedures (SOP's) and other written guidelines to the functional areas with OHR to increase efficiencies.
  • Ensure programs are in compliance with regulatory requirements related to Human Capital by reviewing accountability program audits, Delegated Examining (DE) audits, Performance Appraisal Assessment Tool (PAAT), etc. Recommend or suggest changes which should be made to improve the programs/guides in areas where weaknesses are observed. Prepare presentation charts and other analytical materials for management consideration in decision making.
  • Provide advice and technical assistance to employees, supervisors and managers bureau wide on the implementation of personnel policies.

  • Undergo a tax compliance review.

  • Weekend work and overtime, if applicable, will be scheduled when needed based on production requirements as determined by Management.

You must meet the following requirements by the closing date of this announcement.

For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-12 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes serving as a technical advisor on policy development and accountability for human resources programs as well as assisting in the evaluation of new or modified legislation, regulations, policies and guidance material to determine impact and/or compliance with human capital management.

Examples of such experience may include:

  • Reviewing, updating, or providing technical guidance to functional areas to assist in the development of human resources policies; AND
  • Planning, leading, or conducting human capital accountability reviews and special studies under the Office of Personnel Management (OPM) Human Capital Framework.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-13, you must have been at the GS-12level for 52 weeks.

If you are a displaced or surplus Federal employee (eligible for the Career Transition Assistance Plan (CTAP)/Interagency Career Transition Assistance Plan (ICTAP)) you must be assigned the middle category or better to be rated as "well qualified" to receive special selection priority.
