  • Primary responsibility for the planning and operational management for the Office of Community Care.
  • Responsible for substantive administrative support functions which serve to facilitate clinical service operations while working closely with leaders and staff in the Referral Coordination Team and the Care Transitions Team.
  • Analyzes expenditures for the different programs with the use of applications, computer spreadsheets, etc., and makes recommendations relative to cost reduction.
  • Develops, evaluates, and modifies organizational structure and systems to achieve program goals.
  • Participates in the analysis and interpretation of workload and other data used in resource planning.
  • Coordinates and negotiates with other VISN 20 Fee Service Program 2 Coordinators to ensure a coordinated and consistent approach to delivery of non-VA benefits which impacts VISN 20 policies and procedures.
  • Provides recommendations and guidance to top management (Medical Center Director, Associate Director, Chief of Staff, Associate Director Patient Care Services) service chiefs and professional staff for the Spokane VAMC.
  • Responsible for budget formulation, administration and control as well as effective use of appropriated funds.
  • Responsible for the development of policies and operating procedures as well as long and short range goals for Community Care programs.
  • Develops internal audit systems for the fee programs, which entail the use of systematic reviews, special studies, and continual tracking of employees to ensure fiscal integrity and separation of duties to minimize the potential for waste, fraud and abuse.
  • Other duties may be assigned.

Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 04/07/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying analytical and evaluative methods to assess the efficiency and effectiveness of administrative or healthcare program operations; interpreting and applying laws, regulations, policies, and directives governing healthcare or administrative programs; planning, scheduling and conducting program or operational studies to evaluate organizational productivity, cost efficiency, or program effectiveness and recommending improvements to management; developing, implementing, and evaluating administrative procedures or program processes to ensure organizational performance measures and operational goals are met; preparing reports, briefings, and presentations for management officials; analyzing program or operational data using office automation software; monitoring program activities and evaluating trends related to budget controls, workload, or operational performance; coordinating with internal and external stakeholders to explain program policies, resolve issues, and implement procedural changes OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three full academic years of progressively higher-level graduate education leading to a doctoral degree. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 years of Graduate Level education.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The carrying of light items such as books, presentation and papers is required. Intermittent keyboarding and the use of a computer and monitor is required to perform the duties.
