This position is assigned to Commander, Navy Region Japan (CNRJ), Fleet and Family Readiness (FFR) Program (N9). Working with all CNRJ FFR programs, incumbent provides oversight and leadership to support services functions to include: Non-Appropriated Funds (NAF) Personnel, Finance, Procurement, Information Technology, and Facility Construction. Region N94 provides direct support to seven CNRJ installations.

Duties

  • Responsible for assisting the CNRJ N9 in requirements planning, budget preparation, execution and monitoring use of $100 Million appropriated funds (APF) and $64 Million NAF resources that support eight installations and 2,500 employees, over 150 MWR, CYP, Galley and Fleet and Family Support Center facilities, 4600 on-base Family Housing units and 7000 berthing spaces.
  • Serves as the Fund Custodian for MWR and nonappropriated fund resource programs. Collaborates APF requirements, finalizes budget submissions and expense element reports. Collaborates on special resource ' Data Calls' provided by CNRJ Region N9 Program Directors. Acts as the N9 liaison with CNRJ Comptroller (N8) on matters associated to APF support including performance/modeling requirements, NAF policy and procedures.
  • Provides oversight for regional APF and NAF administration of funds and internal control processes that ensure fund security and accountability. Additionally, ensures capitalization plans for nonappropriated fund construction and special projects are coordinated, planned and resourced to meet an overall facilities-improvement objectives.
  • Is the central point of contact for support services mentioned with CNIC N94, CNRJ N1, N5, N6 and N8 counterparts; for administration functions, including data calls, manpower staffing plans, ETMS2 or other correspondence taskers associated with the N9 organization.
  • To accomplish the work, the incumbent must establish Uniform Funding Management or "Section 2492a" reimbursable job order numbers to accommodate APF reimbursement when authorized. Serves as the Contracting Officer's Representative (COR) on non-personal services administrative, acquisition and some NAF facilities improvement initiatives.
  • Develops and provides data gathering methods that result in comprehensive financial business case analysis and reporting processes to the N9, Installation Commanding Officers and installation program managers for NAF and APF operations. Serves as principal lead for process improvement initiatives within the N9.
  • Regularly provides or facilitates briefings and reports to the CNRJ N9/staff and respective command interlocutors as appropriate.
  • Reports or briefings are in diverse areas, including personnel updates, marketing initiatives, training planning and execution, customer service improvement, facility and resource planning and maintenance and improvements in use of technology.
  • Incumbent is responsible for advising the N9 on issues that may have the interest of a higher authority, including issues associated with potential impropriety, fraud, waste and abuse.
  • Develops and recommends new concepts or revisions to existing standard operating procedures in all areas of the N94 operational spectrum for implementation throughout regional operations.
  • Prepares NAF fiscal, personnel, acquisition, IT and internal controls policy and practices associated with NAF operations-transaction management in conjunction with N94 branch heads and N9 program managers.
  • Monitors business processes to ensure that transactions and other associated processes are in accordance with Department of War and Department of the Navy policy and regulations and are capable of successfully withstanding audit and inspection from internal and external authorities.
  • Optimizes use of a variety of management information systems including SAP (primary data tool) KRONOS UKG, RECTRAC, FOODTRAC, CYMS and other technologies that support the NAF portion of N9 programs and applies these tools to streamline business processes, improve reporting and simplify work.
  • Serve as N9 representative in Region Operations Center (ROC), requiring access to classified information.
  • Responsible for the personal and professional development of the N94 personnel.
  • Makes overall assignment of work to subordinate managers and when appropriate, establishes priorities and dates for completion.
  • Makes and implements decisions on work problems presented by subordinates.
  • Collaborates with heads of other units to negotiate, determine and/or coordinate with heads of other units to negotiate changes affecting other units.
  • Monitors work performance to ensure requirements and whether work is completed properly and on time.
  • Establishes performance objectives for subordinates and reviews evaluations made by subordinates on other employees.
  • Gives advice, counsel or instructions to individual employees on both work and administrative matters.
  • Determines the priorities and methods for accomplishing the work of the SSO. Coordinates work of branch heads and keeps customers (F&FR RPDs) informed on status of work in progress.
  • Sets deadlines imposed by the supervisor or customer.
  • Generally interprets policy and procedures associated with the work.

  • Must successfully complete and maintain a T3 level investigation (SECRET clearance eligible).

Qualifications

A qualified candidate possesses the following:

  • Six years or more of specialized experience overseeing and managing support services operations for Quality of Life (QoL) Programs for Department of the Navy or any service component equivalent.
  • Expert of knowledge in applying a wide range of management and administrative concepts, laws, regulations, policies, and practices sufficient to integrate programs and provide comprehensive advisory and administrative and technical services.
  • Expert knowledge of advanced management principles and practices along with comprehensive knowledge of planning, regulations, guidelines and process, and thorough knowledge of the organization's management process to prepare short and long range plans.
  • Knowledge of, and skill in applying analytical practices and evaluative methods sufficient to evaluate programs, identify problems, and resolve inefficiencies or propose solutions.
  • Knowledge of and ability to execute nonappropriated funds program financial management, personnel, acquisition, marketing, facilities development and business case analysis.
  • Knowledge of APF rules and their application to nonappropriated fund instrumentalities.
  • Knowledge of processes and the ability to contribute to re-thinking and improving upon existing body of work, including modeling fiscal requirements, formalized process improvement methods (such as Lean Six Sigma), and program and performance standards that lead to efficient and effective support services within the region.
  • Knowledge required for this position should have been gained through direct experience on the job in these professions, including program management of N9 functional areas.
  • Skill in negotiating and consensus building.
  • Skill in preparing senior (flag level) briefings.
  • Skill in presenting information orally and in writing.
  • Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook).
  • Ability to perform full range of supervisory duties
  • Ability to communicate effectively both orally and in writing.

Additional information
