Duties

Help

  1. Receives and evaluates work requests to develop complete projects for the manufacture, re-manufacture, modification, and inspection of complex parts.
  2. Reviews engineering blueprints, specifications, and technical data to determine their adequacy and geometry.
  3. Through interpretation of engineering blueprints and drawings, incumbent uses the CAE/CAD/CAM Graphics System.
  4. Creates and provides engineering data support in area of software, flow sequence, flow time, inspection requirements and operations of NCI PE.
  5. Ensure education in, compliance with, and practice of security directives, good safety, and health habits in all work areas.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Engineering Technical Series 0802.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Specialized Experience (for positions at GS-4 or equivalent and above):

Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.

Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:

  • Planner and estimator who analyzed designs for production purposes.
  • Instrument maker or model maker who performed design or development work on devices fabricated.

Certification:

Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NJ-02, equivalent to the next lower grade GS-07 or equivalent in other pay systems. Specialized experience is described as developing complete projects for the manufacture of complex parts. This work involves using an Interactive Computer Aided Engineering, Design and Manufacturing Graphics System and preparing master sequence planning for continuous tool path machining methods. It entails correcting software bugs or isolating deficiencies to hardware or equipment. This work includes experience with software and hardware acceptance testing of new and retrofitted NCIPE, assuring equipment conforms to specifications. This position also requires ensuring compliance with, and practice of, security directives, good safety, and health habits. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION:
Successfully completed two full years of graduate education or a master's degree with a major study in an appropriate field of engineering, construction, or industrial technology. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Comprehensive knowledge of Numerical Control Industrial Plant Equipment (NCIPE) and of data processing
    methods/procedures in order to operate and manipulate the Interactive (CAE/CAD/CAM) Graphics System in
    solving complex problems as they relate to supporting industrial processes.
  2. Knowledge of safety and occupational health requirements as outlined in applicable standards, regulations,
    and/or technical orders.
  3. Knowledge of current automation technology and practices sufficient to evaluate the effectiveness of its use
    and provide assistance to others.
  4. Skill and ability to read engineering plans and specifications, gather, analyze, and present data and supporting
    analyses and research, interpret and apply rules, regulations and procedures.
  5. Skill and ability to independently plan, coordinate, organize and negotiate-effectively with management and
    customers to accept and implement recommendations, where proposals involve substantial resources, and
    require extensive changes in established concepts and procedures.
  6. Knowledge of the operations, services, needs, and goals of management and their programs, the organization
    studied or served and related customers, functions, resources, and users.
  7. Skill in establishing effective professional working relationships with managers, customers and contractors
    contributing to a cooperative work environment and successful accomplishment of mission.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is an acquisition demonstration project position NJ-3 equivalent to a GS-9 to GS-11.
