Help

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions for series 1515.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

If transcripts are not provided, your resume MUST list the appropriate academic field (e.g. biology, mechanical engineering, economics, sociology, etc.) and all courses you have taken (including those failed), which appear to satisfy the qualification requirements of the position for which you are applying. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Professional knowledge of advanced computing concepts, analytic methods, analytics, and tools; ability to apply principles, methods and techniques for distributed Cloud computing; familiarity with algorithms, concepts and procedures for applying algorithm design techniques; critical thinking and reasoning to make analytic determinations for incorporation with AI adoption strategies that supports the organization's vision, mission, and goals.
  2. Professional knowledge of how information needs, and requirements are translated, tracked, and prioritized across the extended enterprise and the impact on data architecture and data services implementation and the ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relations.
  3. Knowledge and understanding of agency, AF, Joint, Department of Defense (DoD) and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s)manage a small staff and carry out all phases of this coordination.
  4. Ability to develop data standards, policies, and procedures; develop and maintain strategic plans; inspire and lead a culture of innovation; and facilitate interactions between internal and external partner decision makers to synchronize and integrate courses of action in support of objectives.
  5. Ability to apply knowledge discovery and processing skills; identify and locate relevant information from large datasets using analytic tools or techniques, typically through a query, statistical pattern recognition, or visualization; apply tools and techniques for distilling information to identify actionable information and findings for specific users(e.g., entity disambiguation, data mining, anomaly detection, trend analysis, summarization, abstracting and fusion).
  6. Ability to manage a small staff and carry out all phases of personnel management responsibilities.

OTHER SIGNIFICANT FACTS:
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Incumbent is required to undergo a counterintelligence-scope polygraph examination.
  • The employee may be required to work other than normal duty hours, which may include evenings and weekends and/or holidays.
  • A Bachelor of Science degree from an accredited institution in operations research, mathematics, computer science, engineering or a closely-related scientific discipline is required. Advanced degree(s) are preferred as well as a background in modeling and simulation. Individuals with an Associate's degree will be considered if they possess in-depth experience that is clearly related to the position. A broader range of degrees will be considered if accompanied by a Certificate in Data Science from an accredited college/university.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
