Major Duties: This is not an all-inclusive list

As a IT SPECIALIST (INFOSEC) (TITLE 5), GS-2210-11, you will:

  • Manages the COMSEC account for the Wing/Base and subordinate units.
  • Ensures that the COMSEC Responsible Officer's (CRO's), Secure Telephone Unit (STUIII) Voice Responsible Officer's (SRO's) (SVRO's), and FORTEZZA Responsible Officers (FRO's), comply with Air Force, National Guard, state, Federal laws and applicable regulations.
  • Act as the sole point of contact to the wing commander concerning the Wing COMSEC posture.
  • Provide guidance to unit commanders, CRO's, SRO's SVRO's, FRO's, and COMSEC users.
  • Establish training programs for CRO's, SRO's, and SVRO's, FRO's and alternates.
  • Report deviations from established COMSEC and Security guidelines to higher headquarters.
  • Assure semi-annual functional reviews of all COMSEC users' accounts are performed.
    Manages the AFEKMS program for the Wing/Base.
  • Initializes the system, performs system backups, determines operator access and control functions (privilege management), reloads and configures the operating system's parameters.
  • Installs hardware and software and trains alternate(s) in the AFEKMS operations.
  • Provides Data Transfer Device (DTD) Modern Key transfer device training to assigned CROs.
  • Prepares Emergency Action Plans (EAP's) Operating instruction to ensure that the EAPs can be implemented immediately.
  • Itemizes procedures on task cards that are necessary while simultaneously preventing compromise of COMSEC material.
  • Conducts and documents semi-annual dry runs involving all personnel associated with the COMSEC account.
  • Serves as the Base Computer Security (COMPUSEC) Manager. Establishes and publishes base-wide policy, as required, to effectively manage the Wing/Base COMPUSEC programs.
  • Serves as Wing/Base Information Systems Security Manager (ISSM).
  • Assists all Wing/Base organizations in the development of their individual COMPUSEC program.
  • Manages, provides guidance and assists in the preparations of all certification and accreditation packages in accordance with prescribing directives.
  • Makes recommendations to the Designated Approval Authority (DAA).
  • Manages, develops, and conducts the base computer Security Awareness Training and Education Information Assurance Awareness Program.
  • Maintain master records of SATE Information Assurance Awareness training for the Wing and supported GSU's, providing statistical data to command authorities as required.
  • Serves as the Telecommunications Monitoring and Assessment Program (TMAP) Manager.
  • Evaluates, advises, and trains agencies organizations and users throughout the entire Wing on TMAP requirements.
  • Manages the Base Emissions Security (EMSEC) program. Assists computer systems users on all matters concerning Emissions Security. Performs EMSEC inspections and certifies areas/systems as appropriate.
  • Serves as the central focal point for all Time Compliance Network Orders (TCNO) system vulnerability alerts.
  • Ensures Network Control Center, local functional system administrators (FSA's), Client Support Administrators (CSA's) and users, install all security patches comply with security procedures, and identified vulnerabilities are corrected.
  • Reports compliance status to higher headquarters within mandated time frames.
  • Assists users in determining equipment requirements to prescreen and determine if proposed system meets current COMPUSEC needs of the user requirements, to include future expansion, and comply with the AF computer security standards.
  • Coordinates with higher headquarters (HHQ) elements, Program Management Offices, Specific System/Hardware Support Elements, original equipment manufacturer (OEM) vendors and vendor contracted support facilities for issue resolution.
  • Research includes using various means and media to obtain needed information to accomplish the task.
  • Performs other duties as assigned.

  • Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance within one year of appointment.

  • Pending analyst, you may be required to complete a new 1-year probationary period when moved to this position IAW CNGBI 1400.25.

  • This position is subject to provisions of the DoD Priority Placement Program.
  • This position conducts information assurance functions. The incumbent shall comply with the requirements of the certification program and will be required to obtain and maintain certification. Certification requirements are outlined in DoD Instruction 8570.01-M
  • The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of theGun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, orin response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14days in a calendar year must be approved in advance by the National Guard, Director of Manpowerand Personnel (NGB-J1).

Qualifications

GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

SPECIALIZED EXPERIENCE:
Must have 1 year specialized experience equivalent to at least GS-2210-9? (Must provide SF 50 to validate response)
OR

  • In-depth knowledge of a wide range of telecommunications and computer Information Technology security, techniques, requirements, methods, sources and procedures for the following programs: Computer Security (COMPUSEC); network security, communications security (COMSEC), Electronic Key Management System (AFEKMS), Emissions Security (EMSEC), STU III, Secure Voice Device systems, FORTEZZA security, and Security Awareness, Training, and Education (SATE) Information Assurance Awareness Program.
  • Knowledge of concepts, principles, methods, and practices in the information systems security to design, develop, implement, and maintain secure systems and services, assess the effectiveness of current systems security and services, evaluate the feasibility of new systems security and services, and provide advice and guidance on complex issues.
  • Knowledge of information systems security principles and methods to design, develop, implement, and manage systems, networks, and data that ensure confidentiality, integrity, and availability.
  • Knowledge of methods for evaluating, implementing, and disseminating information systems security tools and procedures to ensure, protect, and restore information security systems and network services and capabilities.
  • In-depth knowledge of COMSEC and emission security (EMSEC) programs. COMSEC accounting techniques, and procedures, both manual and with the AFEKMS computerized systems. Including knowledge of the Computerized Management of COMSEC Material (CM2), and key management systems KEYMAN software Common User Access System and Local COMSEC Management Software.
  • Knowledge of software and procedures used to protect systems from viruses, data tampering, and unauthorized system entry.
  • Knowledge of Security Awareness Training and Education (SATE) security training program Information Assurance Awareness Program, training materials, and sources.
  • Comprehensive knowledge of information systems security certification and accreditation requirements to monitor and evaluate systems' compliance with those requirements.
  • Ability to isolate and analyze relevant data to conduct analyses of complex issues affecting the specialty area.
  • Knowledge of a wide variety of security concepts, principles, practices and governing directives in order to disseminate policy, adapt local policy and implement instructions for Wing/Base personnel.
  • Skill in oral and written communication to prepare and present reports, interpret policies and guidelines, provide advice and guidance to customers, and represent the organization in interactions with other organizations.
  • Ability to provide technical leadership on projects that require group efforts.
  • Knowledge of emerging technologies, reviews technical periodicals, publications, commercial standards, and attends seminars.

Education

SEC+ cert and IAM level II required within 6 months of hire (i.e. CASP, CAP, CISSP);
COMSEC Mgr and KMI trng preferred.

At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
