Duties

Help

As an Administrative Officer, GS-0341-12, you will provide subject matter expertise, leadership, consultation, collaboration, and advisory services essential to the direction and efficient operation of the organization. Directly assist leaders with the management of key day to day planning, public affairs, process improvement, protocol, operations and special projects at the highest level of the organization. Collaborates and coordinates assigned functions with managers, office of primary responsibility, leaders and supervisors; participate with management to address and resolve issues, as well as provide recommendations for correcting or improving the organizations overall program management, efficiency and effectiveness. This position reports directly to the Wing Commander.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a two year trial period.
  • Participation in direct deposit is mandatory.
  • For Dual-Status Technician positions service affiliation under Title 32 USC 709 is required.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
  • This position requires military membership, compatible unit and Air Force Specialty Code (AFSC) assignments, and the ability to obtain and maintain a clearance level which is based on the position security access requirement.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver’s license is required.
  • May occasionally be required to work other than normal duty hours; compensatory time may be required.
  • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.

Qualifications

Military Grades: Officer Only

GENERAL EXPERIENCE: Experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade level. Must have experience, education, or training using quantitative and qualitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs. Experience developing the mission and work processes of programs throughout the military organization and multi-level agencies. Experience in analytical and investigative techniques. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Must have knowledge and skill in applying research, analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of operations; to develop knowledge management tools and promote sharing of information. Must have experience with Project Management principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources; including monitoring and inspecting cost and work, completion of after action reports, and period in progress briefings.

Relocation costs are authorized subject to provisions of the Joint Travel Regulation and an agency determination that a Permanent Change of Station (PCS) move is in the Government's best interest.

Superior Qualifications and Special Needs Pay-setting Authority may be considered for this position. TAG is the final approval authority for incentive programs (applicable to newly appointed federal employees or those with a 90-day break in service).
