Help

Joining Customs & Border Protection (CBP), Office of Accountability, will allow you to utilize your expertise in providing analytics expertise to programs and offices across CBP. This position starts at a salary of $102,415.00 (GS-12, Step 1) to $158,322.00 (GS-13, Step 10). Apply for this exciting opportunity to strengthen the Department's ability to perform homeland security functions by utilizing analytical tools and techniques, advising leadership on applying analytics to their respective challenges, reviewing and providing data expertise to improve analytics with CBP Enterprise Services, and improving CBP policy, resources, and operational problems and projects.

In this Program Analyst position you will become a key team member of Homeland Security professionals involved in leading, planning, developing, monitoring, coordinating, and implementing data analysis and data analytics projects to resolve critical operational, policy, and resourcing issues; analyzing agency administrative aspects of substantive, mission-orientated programs; and recommending and applying new hypotheses and concepts to improve effectiveness and efficiency of operations to resolve policy questions

Typical Work assignments include:

  • Developing and maintaining CBP dashboards to assist ongoing monitoring, inspections, and assessment to improve Agency performance.
  • Initiating and developing analysis of performance data based on observations in program assignment areas, and developing new data analytics techniques, methods, and reporting for organizational use.
  • Planning, researching, and implementing data analytical projects requiring interpretation, inspection, research, and application of performance management data.
  • Conducting inspections and evaluations of performance data to analyze accuracy, validity, and cost effectiveness of current and future programs.
  • Providing expert technical advice and guidance to agency management and senior staff on developing and implementing plans for agency programs and operations.

Qualifications

Specialized Experience:

GS-12:
You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Applying established qualitative and quantitative data analysis techniques to study, interpret, and report on operational, policy, or performance data for assigned projects.
  • Conducting analytics projects by preparing requirements and modifying existing processes under guidance, ensuring accurate data collection and reporting.
  • Preparing technical documentation, reports, or memoranda that present findings and generate recommendations for program improvement.
  • Developing and maintaining dashboards or data visualizations to assist in monitoring program performance and supporting team decision-making.
  • Coordinating with lead analysts and multi-office teams to support cross-component analytics projects and learn agency-wide analytic practices.
GS-13: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Applying expert data management and advanced analysis techniques to originate new methods for gathering, interpreting, and reporting on complex operational, policy, or performance data.
  • Planning and implementing agency-wide data analytical projects, including selecting and developing innovative data collection and analysis methodologies.
  • Developing and leading the creation of dashboards and advanced data visualization tools to inform senior leadership and drive strategic decision-making.
  • Analyzing and evaluating the accuracy, validity, and cost-effectiveness of data, and preparing authoritative analytical reports and technical documents for high-visibility projects.
  • Providing technical advice, training, and guidance to management, staff, and leadership on complex data analysis, analytics methods, and performance management strategies.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 04/03/2026.

Residency: There is a residency requirement for all applicants not currently employed by CBP.
