Duties

Help
  • Responsible for the development, implementation, and control of real estate funds for military funds projects
  • Administer all military and recruiting programs for Real Estate Division, to include recruiting program payments, lease payments, janitorial payments, rent, utilities, and lease government housing payments.
  • Research, compile, and summarize current and historical budget information data and provides to the Real Estate Division managers, Corps Division offices, and Headquarters along with any recommendations based upon an analysis of the data
  • Prepare budget estimates for real estate activities for the Real Estate Division managers with guidelines from higher authority.
  • Establish controls for and monitors obligations and expenditures throughout the fiscal year in support of all military and recruiting programs.
  • Receive funding allocations and work authorizations from a variety of sources in the District Office, RM, PPMD, and nineteen military districts in addition to various outside Federal, state, and local agencies and other COE installations.
  • Perform monthly analysis of military program and recruitment program accounts.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience:

For GS-09:
One year of specialized experience which includes: 1) Experience performing data entry and processing of routine financial documents such as invoices, purchase requests, or travel vouchers in a financial system; AND 2) Gathering financial information from established reports or systems; AND 3) Entering financial data into spreadsheets or tracking logs to support budget monitoring. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in Finance, Accounting, Business Administration, Public Administration and Real Estate, or other fields related to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

For GS-11:
One year of specialized experience which includes: 1) Experience assisting in the administration and control of funds for an organization such as tracking obligations and expenditures against a budget, processing payments for items like leases or contracts, or monitoring fund availability in financial systems; AND 2) Experience gathering and compiling financial or budgetary data from various sources (e.g., accounting systems, spreadsheets, reports) to prepare recurring reports; AND 3) Experience applying established budgetary regulations, policies, and procedures to process financial transactions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in Finance, Accounting, Business Administration, Public Administration and Real Estate, or other fields related to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement:

For GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

For GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Education
