Help

The duties for this position may include but are not limited to:

  • Performs technical administrative, or professional work involving managing, administrating, operating, and supporting services or programs related to the operations and safety of housekeeping services in the Battle Creek VAMC, associated CBOC's, and Vet Center.
  • Responsible for planning, developing, organizing, staffing, controlling, directing and evaluating a complex cleaning program, to include budgetary control and assessments.
  • The incumbent writes and monitors a variety of contracts.
  • Coordinates all activities with other Medical Center programs and activities with approval by the Chief, Environmental Management Services (EMS) when needed.
  • Is responsible for assisting the department supervisors in the planning, direction, and management of a total program designed to provide a sanitary environment appropriate for the Medical Center and Community Living Center (CLC).
  • Organizationally responsible to the Chief, EMS, however, incumbent is given a very wide range of latitude in which to function independently with minimal supervision.
  • Engages in daily activities related to the management and/or administration of housekeeping duties, personnel, linen management and delivery.
  • The incumbent is responsible for supporting the integration of this program with clinical and administrative goals.
  • The incumbent helps formulate the environmental management operating plan in consultation with the Hospital Housekeeping Officer (HHO).

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/23/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge of advanced sanitation programs and a working knowledge of hospital sanitation programs within the facility in the areas of, environmental sanitation, laundry/linen operations, and interior/exterior infrastructure cleanliness, and regulated and non-regulated medical waste disposal. Analytical ability to research, assemble, and compile information and data, evaluate the results against appropriate standards, and recommend corrective action where indicated. Knowledge of pertinent regulations and policies as they apply to the duties of the position and to the functions of the housekeeping program areas are required. Ability to plan work to be accomplished by subordinates, establishes and adjusts short term priorities, and prepares schedules for work completion. Ability to assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the work capabilities of employees. Skill in developing performance standards and evaluate the work performance of subordinates. Ability to give advice, counsel, or instruction to employees on both work and administrative matters. Knowledge in management techniques to appropriately address linen/textile concerns in a health care facility.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.
