Help

Duties to include, but not limited to:

  • Responsible for planning, organizing, and directing the ongoing developments of the Service Line as well as analyzing, evaluating, advising, and coordinating administrative and related clinical activities.
  • Responsible for functional responsibilities that include, but are not limited to: budget and fiscal management, supplies and equipment management, human resource management, strategic planning and program evaluation. In conjunction with the chief of Surgery, incumbent is responsible for establishing short and long term goals for the Service Line that are consistent with the goals of the Medical Center, VISN 6 and VA Central Office.
  • Develops and implements procedures governing the provision of service by the service line.
  • Responsible for ensuring that the Surgical Service Line is a flexible, continuous, learning organization focused on excellence and customer service.
  • Responsible for the management of the Service Line's budget.
  • Serves as the Service Line liaison to Logistics Service and coordinates activities with the Medical Center's Capital Equipment Committee. Prepares or oversees the preparation of requests for capital equipment.
  • Is the Service Line's technical expert regarding operational problems and human resources administrative issues. Paramount to this responsibility is ensuring that all hiring actions are completed appropriately and timely, performance evaluations and competencies are completed appropriately and timely, and that supervisors receive appropriate support for personnel actions.
  • Analyzes and measures the resource needs of the Service Line and makes recommendations based upon staffing needs and individual expenditures for all recurring and non-recurring needs.
  • Participates in the resolution of union grievances, appeals, and EEO complaints within the Service Line.
  • Conducts periodic administrative review of clinical privileges for all physicians and professional staff.
  • Coordinates Quality and Risk Management activities for the Service Line. Responsible for ensuring timely completion of all OPPE/FPPEs.
  • Coordinates the safety program for the Service Line.
  • Participates in and represents the Service Line at a variety of top management meetings, committee assignments, and work groups.
  • Serves as liaison for the Service Line with affiliated institutions.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/23/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Evaluating and recommending ways to improve effectiveness and efficiency of a healthcare work operation, work in administrative management areas such as record management, equipment procurement, inventory management, utilizing various computer software programs, developing reports by collecting, analyzing, and interpreting data from multiple sources, providing staff performance evaluations, directing personnel in the accomplishment of administrative duties, analyzing work methods, initiating personnel action OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have: Successful completion of of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, from an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the Administrative Officer position. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation.. OR,
  • Combination: Equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, which may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of the Administrative Officer position and must have been obtained in an accredited college or university. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work of the position is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office.
