Duties

Help
  • Applies a practical knowledge of contract administration principles and practices, as well as construction methods and techniques to accomplish assignments.
  • Projects within the boundaries of the Construction Division support Civil Works and Military Construction programs, the Interagency and International program, and the Formerly Used Defense Sites (FUDS) program.
  • The civil works program consists of a wide variety of projects from routine stream bank protection to the construction of fully developed flood diversion and protection structures.
  • Military construction projects involve projects that range from repaving parking lots to construction of new and remodel/retrofit of building projects for upgrade of Army and Air Force facilities, etc.
  • Projects under the Interagency and International program consist of new construction, renovation and upgrade of facilities and systems, and inspection, administrative and technical project reviews for VA, DLA, FEMA, BLM and others.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must possess and maintain, or have the ability to obtain and maintain, a warrant for COR authority.
  • Occasional job site visits are required. Field visits involve walking over rough, uneven, or rocky surfaces at the construction sites.
  • The use of personal protective equipment such as hard hats, steel-toed boots is required.
  • Incumbent must also be aware when work involves hazardous material or safe zones.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) performing a variety of contract administration duties, such as preparing change requests and construction cost estimates for military or civil works construction projects; 2) performing field engineering duties to include quality assurance (QA) checks; and 3) reviewing contractors' proposals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
