Help

Duties of the Supervisory Program Analyst (Informatics) are to include, but not limited to:

  • responsible for management, assessment, design, integration, modification, maintenance, and analysis of programs and processes related to the field of health informatics including administrative and clinical data and data management services or systems, and the electronic health record and related systems, with the goal of improving patient care, population health, reducing costs and waste, and improving the staff experience across VA.
  • serve as liaison between clinical staff and technical staff, and manage all administrative aspects of their programs and projects. These responsibilities will be performed in consonance with the service's mission and goal statements, philosophies, policies, procedures, goals, and objectives to ensure that timely, safe, efficacious, and cost-effective services are provided.
  • Cultivates and maintains effective relationships with key partners and stakeholders that impact informatics from the central office level, through the facility level. Cultivates a healthy working relationship between the Offices of Information and Technology (OIT) and Health Informatics, allowing for routine dialog to enable the sustainment and optimization of our health information technology (IT) solutions and workflows, for the benefit of all staff and Veterans.
  • Coordinates joint federal agency decisions to incorporate shared governance artifacts and processes and manage a unified HIT system configuration and/or development approach on behalf of the VA and Department of Defense (DoD). Leads meaningful and coordinated use of subject matter experts to support decision-making among informatics functions to optimize the healthcare system and the tools that support the business.
  • serve to manage one major, distinct, health informatics program at the facility and will coordinate with and provide cross-coverage for other informatics programs and their managers when needed.
  • Effectively creates, integrates, disseminates, and manages data for all enterprise applications, processes and entities requiring timely and accurate data delivery. Evaluates content quality and assure access to knowledge resources, eliminating redundancy in duplicate data sources, and improving information interoperability across the organization.
  • Applies statistical (quantitative information derived mathematically), machine learning (use of artificial intelligence to derive knowledge from data to predict outcomes), visualization (representation of data via a chart or other image), inferencing (a way to understand cause-and-effect relationships) and other techniques to enable decision support.
  • Supervises a staff of Informaticist employees to accomplish the work of the health informatics office. Exercises supervisory authorities and responsibilities involving work assignments and reviews and approve or reject daily and long-range work requirements. Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to production and promote team building to improve business practices. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/20/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS13 position you must have served 52 weeks at the GS12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: determining organizational unit goals and objectives in a constantly changing and developing health care field; independently performing a full range of data analysis, to include collecting, evaluating, and synthesizing of data; preparing briefing documents and making presentations to senior managers; assists with estimating program budgets, reviewing contractor and health informatics work plans, and progress report development; and experienced knowledge and use of national database architecture and file structure, analytical techniques, and clinical applications development techniques.
