Duties

Help
  • Receives, stores, and issues petroleum products while ensuring proper accountability, documentation, and inspection of fuel shipments, storage tanks, and related equipment.
  • Operates fuel distribution systems including pumps, pipelines, valves, and loading/offloading equipment to transfer petroleum products safely and efficiently.
  • Monitors fuel storage levels, gauges, and system controls to ensure accurate inventory management and proper distribution of fuel products.
  • Performs routine inspections and preventative maintenance on pumps, meters, pipelines, hoses, and associated fuel distribution equipment.
  • Utilizes automated systems and reporting tools (such as Fuels Automated System Enterprise Server (FES), Fuel Manager Defense (FMD), or similar systems) to track fuel transactions and maintain operation records.
  • Applies safety, environmental, and hazardous material handling procedures when receiving, storing, transferring, and disposing of petroleum products.
  • Identifies equipment malfunctions or irregularities and reports or initiates corrective actions to ensure continued safe operation of fuel distribution systems.

Qualifications

Applicants will be rated in accordance with the Office of Personnel Management Qualification Standard for Trades and Labor Occupations. Although a specific length of time and experience is not required, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties at the level for which you are applying. Emphasis is placed on how you gained the quality of experience, not necessarily the length of time, and the required ability or potential to perform the job. Applicants who do not meet the screen-out element (SOE) will be eliminated from further competition.

  • Ability to do the work of a Fuels Distribution System Operator without more than normal supervision: I perform the common tasks of the job to be filled but under close supervision, to include: receive general guidance on assignments, such as receipt, storage, transfer, and issue of various classes of supplies and equipment related to fuel distribution and how items are to be stored.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Effort: Light to moderate physical effort is required while performing operations such as coupling and uncoupling equipment. Work may require lifting or carrying items that weigh up to 50 pounds. Work requires considerable standing, walking, bending, lifting, working in cramped spaces, and climbing on various types of equipment such as tanks, rigging, and other equipment.

Working Conditions: Majority of work is performed outdoors in all types of weather with limited protection from the elements. Employee wears and uses safety equipment, follows safety regulations and uses precautions to avoid danger from fumes, flames, and explosions; and to avoid falling from or into equipment.

Expeditionary Civilian (EC) Position:This is an Expeditionary Civilian (EC) position, and the incumbent will be designated as Emergency Essential (EE). In the event of a crisis situation, the incumbent may be required to deploy via temporary reassignment or be required to stay in place to support contingency operations. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position requires the incumbent to be screened from military recall. Military Reservists selected for an EC position must arrange for removal from the reserve component prior to appointment to an EC position. This requirement must be met prior to placement in an EC position. Positions identified as EE are subject to deployment to combat support situations. Deployment will be via Temporary Duty (TDY) orders. Deployment may entitle the employee to additional monetary compensation dependent upon the deployment location. Additional allocations are based on the Department of State's determination of a combat zone.

Drug-Free Workplace Policy

The Defense Logistics Agency (DLA) is committed to maintaining a safe, drug-free workplace. All DLA employees are required to refrain from illegal drug use on and off duty. DLA conducts pre-employment, reasonable suspicion, post-accident, and random drug testing.

Applicants tentatively selected for employment in testing designated positions will undergo a urinalysis to screen for illegal drug use prior to appointment. Refusal to undergo testing or testing positive for illegal drugs will result in withdrawal of the tentative job offer and a six-month denial of employment with DLA from the date of the drug test. The DLA drug testing panel tests for the following substances: marijuana, cocaine, opiates, heroin, phencyclidine, amphetamines, methamphetamines, fentanyl, norfentanyl, methylenedioxymethamphetamine (MDMA), methylenedioxyamphetamine (MDA), and opioids.

ADVISORY: Use of cannabidiol (CBD) products may result in a positive drug test for marijuana. DLA employees are subject to Federal law and under Federal law, Marijuana is a Schedule I drug and is illegal.
