Summary

The mission of Export Control Directorate (ECD ) is to coordinate the review of export control issues, including review of license applications, exports regulations, commodity jurisdiction/classification requests and voluntary disclosure cases referred by the Department of State and Department of Commerce, and to determine the DoW position and recommendation on such issues on behalf of the Secretary of War. Serves as a Senior Export Control Analyst and Team Leader of the assigned team in ECD.

Duties

Incumbent typical work assignments may include the following:

  • Responsible for communicating to the team assignments, problems to solve, milestones, deadlines and suspense dates that much be met. Ensures that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals objectives, work plans, products and services.
  • Provides direction of assigned team, consistently ensures distribution of work in an equitable manner based on urgency, complexity and sensitivity of tasks, existing workloads, capacities and experience of subordinates. Coaches the team in the selection and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution.
  • Directs and conducts the comprehensive analysis of the most complex, sensitive, and precedent setting export control issues, including export licenses, commodity jurisdiction requests, and voluntary disclosures. The incumbent orchestrates the DoW-wide adjudication process, negotiating and resolving highly contentious discrepancies among DoW components, the Joint Staff, and OSW to formulate and authorize the defensive DoW position on critical export control matters.
  • Advises the DTSA Director/Chairman, National Disclosure Policy, higher-level government officials, and decision-makers of potential policy issues and recommends appropriate actions. Analyzes diplomatic and military cables, intelligence reports, and finalized intelligence products to determine the impact on export control policy and technology security/export control matters.

  • Must be able to obtain and maintain a Top-Secret security clearance with SCI and SAP components. A Special Background Investigation (SBI) is required with favorable adjudication by a determining authority.

Qualifications

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS-15 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to

  1. Provide technical direction, manage complex workloads, conduct quality control reviews of work products, and advise senior leadership on performance and training needs.
  2. Direct and conduct comprehensive analysis of the complex, sensitive, and precedent-setting export control issues (such as export licenses, commodity jurisdictions, or voluntary disclosures) to resolve highly contentious discrepancies and authorize the definitive position for a department or agency.
  3. Set case precedent regarding export control policy and provide authoritative advice and risk mitigation strategies to senior executives, interagency partners, and industry leaders.
Time in Grade:
For entry at the GS-15 level, status applicants must have served 52 weeks as a GS-14 or higher grade in the Federal Service.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..
