This position is open to U.S. Department of State employees within the Bureau of Personnel and Training/ Office of Organization and Talent Analytics (PERT/OTA) and Department of State CTAP employees only.

Duties

Help
  • Oversees the Civil Service and Foreign Service Compensation Policy Programs which entails planning, developing, and oversight of DoS wide program objectives.
  • Leads, and/or participates in studies to determine the effectiveness of the Department's classification and compensation systems.
  • Provides technical advice and guidance on classification, position management, organizational control, and compensation matters to all levels of management.
  • Evaluates program/project effectiveness and corrects material program issues and problems.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

    • Experience interpreting and applying Federal laws, regulations, principles and practices in Human Resources accountability, evaluation, and program development in the areas of civil and foreign service classification and compensation.
    • Experience providing authoritative leadership and advisory services on civil and foreign service classification and compensation policy programs and developing HR policies and procedures for organizational implementation.
    • Experience providing technical and administrative direction in developing, planning, and executing goals and objectives for the division and subordinate staff.

There is no substitute of education for specialized experience for the GS-15 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."

  • Knowledge of employee relations principles, practices, laws, rules and regulations pertaining to classification and compensation.
  • Skill in project management techniques used to evaluate programs and policies
  • Skill in analyzing and problem-solving in order to identify significant issues and recommend solutions.
  • Ability to organize work, sets priorities, and determines resource requirements.
  • Knowledge of civil service and foreign service compensation and classification policy programs to enhance the overall management of these programs.
