This position is located in the Bureau of Personnel and Training, Office of Talent Services, Employment Programs Branch (PERT/TS/EP). The Employment Programs Unit manages the Foreign Service Family Reserve Corps (FSFRC) and the Re-employed Annuitant (REA) programs. EP is responsible for the development, interpretation, implementation, coordination, and/or improvement of these program initiatives, methods, or procedures.

Duties

Help
  • Serves as an analyst for the Re-employed Annuitant (REA) Program and Central Registry. Provides hiring managers with guidance on the hiring authority used to employ annuitants for special projects or staffing gaps and shortages.
  • Updates, maintains, and oversees the Department's centralized registry, a searchable database of annuitants interested in returning to work.
  • Maintains liaison and assists REA Bureau Coordinators throughout the Department. Provides resources and guidance on managing REA appointments, conversions, extensions, and terminations.
  • Provides assistance to current and prospective annuitants; advising on appointment parameters, pay and salary caps, benefit programs, and clearance requirements.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

• Experience researching, interpreting, and applying appropriate laws, regulations, policies and guidelines in at least two of the following Federal human resource functional areas (recruitment and placement, retirement, employee benefits).
• Experience collecting, maintaining, and analyzing program data and managing information systems, program databases and tracking systems.
• Experience applying analytical and diagnostic methods to advise on the impact and effectiveness of programs related to re-employed annuitants.
• Experience providing guidance to colleagues, bureau personnel, and Human Resource Officers on re-employed annuitant recruitment programs.

There is no substitute of education for specialized experience for the GS-13 position.

  • Knowledge of federal re-employed annuitant and benefit programs.
  • Knowledge of strategic program/project management techniques, including the application of qualitative and quantitative methods.
  • Skill in researching, interpreting, and applying human resources laws, regulations, policies, and procedures.
  • Ability to communicate technical information clearly and accurately.
  • Ability to independently analyze program issues and recommend solutions.
