Summary

This position is located in the Farm Production and Conservation (FPAC) Business Center (BC), Chief Financial Operations Office, Budget Division.

The incumbent serves as a senior Budget Analyst, working under the direction and leadership of the Section Chief. The primary purpose of the position is to plan, organize, and carry out a major substantive budget for an agency or a significant program component.

Duties

Help
  • Formulates and administers budget planning, policies, systems, procedures and strategies for Commodity Credit Corporation
  • Analyzes and makes recommendations in collaboration with program officials on the adequacy and effectiveness of overall budget policy of Commodity Credit Corporation programs.
  • Provides advice to top management on the Federal budget process.
  • Reviews, evaluates and makes recommendations on financial aspects of new programs, changes in existing legislation impacting Commodity Credit Corporation programs and other programs and expenses.
  • Collaborates with senior managers to set objectives to meet short and long term budget needs of the agency/program(s) and assists in establishment of activity schedules to meet planned objectives.
  • Reviews and analyzes historical data and compares to current spending information and trends for major national programs.
  • Resolves complex problems of prediction and forecasting which result from uncertainties or changes in the operating programs.
  • Analyzes and interprets legislation regarding scope, availability, and use of appropriated and mandatory funds.
  • Reviews and evaluates relationships between major program changes and the financial state of the assigned organization.

Qualifications

Specialized Experience Requirement

For the GS-14 grade level: You must have one year of specialized experience equivalent to the GS-13 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as:

  • Managing, overseeing, or conducting complex budget formulation, execution, or financial analysis for programs financed through the Commodity Credit Corporation (CCC) or other Federal programs that rely on borrowing authority from the U.S. Treasury, including experience applying the CCC Charter Act or comparable statutory authorities governing Federal credit, borrowing, or financing operations;
  • Developing, recommending, and implementing budgetary policies, procedures, or strategies that directly affect the financing, execution, or accomplishment of national level programs with multi billion dollar annual resource requirements or programs involving no year,
    revolving, or Treasury funded accounts;
  • Providing authoritative interpretations of budget related provisions in Congressional legislation, appropriations acts, the CCC Charter Act, or OMB circulars, bulletins, and policy directives that affect the budgetary or financial operations of assigned programs;
  • Drafting, evaluating, or negotiating proposed appropriations language, legislative proposals, apportionment requests, or budget justification materials in support of new or revised program authorities and budget requirements, including impacts on borrowing authority, credit reform scoring, or mandatory funding availability.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement.
