Duties

Help

As a DEPUTY FINANCIAL MANAGER, GS-0505-12, you will:

  • Directs financial management policy in support of the ARNG installation.
  • Serves as a financial advisor and the technical expert to the state Adjutant General (AG), USPFO, senior staff management, major subordinate commands, and the Program Budget Advisory Council (PBAC).
  • Determines the significant impact of projected DOD, DA, NGB and other government programs affecting the state ARNG's fiscal policies. Implements appropriate courses of action as best suited for the state.
  • Serves as the certification officer for all ARNG disbursements and is pecuniary liable for these disbursements.
  • Develops, coordinates and organizes an integrated system of financial services, including budgeting, accounting, financial analysis, operational review, accounts payable, military pay, civilian pay, travel, government travel card program, and financial management reporting.
  • Plans and assigns work to be accomplished by subordinates engaged in professional or other two-grade interval work.
  • Prepares quarterly resource management reports, monthly analysis of finance orders in relation to forecasting expenses and provides narrative explanation of the causes of variances between actual and budge objectives.
  • Performs other duties as assigned.

Qualifications

GENERAL EXPERIENCE:

  • Skilled in collecting and analyzing data effectively, efficiently, and accurately;
  • Ability to plan, direct, and coordinate difficult and complex programs;
  • Ability to develop, apply, and adjust financial plans and policies to attain agency objectives;
  • Ability to select, develop, and supervise a subordinate staff;
  • Ability to establish and maintain effective working relationships, not only with subordinate staff, but with all levels of key management officials, the latter particularly requiring the exercise of tact, ingenuity, and resourcefulness;
  • Ability to make oral and written presentations in a clear and concise manner;
  • Ability to apply a high level of sound and independent judgment in the solution of financial problems and in the administration of a financial management program;
  • A broad knowledge of agency operating programs;
  • A broad knowledge of and ability to utilize principles, methods, techniques, and systems of financial management
  • Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;
  • Ability to write English in reports and presentation formats;
  • Ability to communicate clearly and effectively;
  • Skilled in training, mentoring, and problem solving; and,
  • Skilled in applying procedures and directives by reading and interpreting program material.

SPECIALIZED EXPERIENCE: Must have 36 months experience in the following:
  • Experience in managing funds through fiscal reporting and financial advisory services, to include budget formulation and execution, travel and commercial accounting, military and civilian payrolls, and financial systems applications.
  • An applicant needs to have a working knowledge of the duties associated with the United States Property and Fiscal Office and the certification requirements for installation funds.
  • Experience may include working with the Financial Management Board or addressing sensitive military or civilian entitlement issues. Competent in planning, implementing, and executing the financial programs directly associated with the objectives of the Adjutant General's Department and/or accomplishing federal military and state support missions.
  • Experience involved the receipt, accounting, collection, safeguarding, and disbursement of government appropriated funds or non-appropriated funds. The applicant requires competencies in the financial management policies that support ARNG military organizations and units.
  • Must have a working knowledge of statutory responsibilities in regard to financial obligations, accounting transactions, disbursement spending, and administrative control of allocated federal funds.
  • Experience may include determining financial and budget impacts; and, recommending courses-of-action in regard to addressing DoD, Department of Army, National Guard Bureau, Inter-Service, and/or non-DoD governmental programs that affected ARNG plans, policies, and missions.
  • Applicant must have competent skills in presenting accounting information, reporting methods, and/or analytic financial interpretations.
  • Experience included work that established or directed financial policies that ensured compliance with fiduciary responsibilities.

Must be able to obtain a Secret Clearance within 1(One) Year of appointment.
