Duties

Help
  • Serves as the facility operations specialist responsible for a medical treatment facility (MTF) characterized by equipment and facilities with complicated technical requirements that have no clear precedent or plan.
  • Plan and coordinate all work requirements and complex projects to maintain Joint Service patient care buildings.
  • Plan and estimate job orders for repair, alterations, equipment installation, and construction of facilities.
  • Serve as the Contracting Officer Representative (COR) for facilities construction and service contracts.
  • Maintain a safe environment and implements systematic processes that identify and eliminate safety hazards to patients, staff, and visitors.
  • Manage the annual budget, projects design, and construction, service contracts and annual utility costs.
  • Analyze data from automated systems to assist in forecasting budget requirements over the Program Objective Memorandum cycle.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position is required to work uncommon tours of duty hours such as, on-call, working either fixed or rotating shifts, evenings, weekends and/or holidays.
  • This position has a requirement to lift up to 44 lbs. in the regular performance of duties.
  • Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
  • This is a Term position scheduled to last 5 years. A term position may be extended to a maximum of six years depending upon the needs of management.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This is an obligated position and could be converted to a permanent position if the employee does not exercise their return rights back to their position.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes assisting in the management of building or facilities maintenance programs, overseeing repairs and inspections, and monitoring lifecycle costs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering, industrial arts, property management, or business administration

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
