Help
  • Plans, directs, and executes the complete range of audit life cycle activities of complex financial or performance audits to assess the economy, efficiency, and effectiveness of diverse Agency programs, functions, systems or operations.
  • Coordinate work with Agency management to plan, execute, and report the results of audits in accordance with auditing principles, policies, and practices.
  • Develop methods to isolate and identify conditions affecting mission capability, susceptibility to fraud, and the potential for increased efficiency.
  • Provide technical advice and assistance to management and program officials in audit areas of broad scope and mission impact.
  • Conducts quality assurance reviews of audit documentation and reports to ensure they are complete, accurate, and provide sufficient evidential matter for audit conclusions.

  • In accordance with DoD Instruction 1300.26, Operation of the DoD Financial Management Certification Program, this position requires Level 2 Certification under the DoD Financial Management (FM) Certification Program.

Qualifications

Basic Requirements: Degree: Accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-12) in the Federal service, which demonstrates the ability to perform the duties of the position.

Specialized experience is defined as: Leading and conducting complex audits to assess efficiency and effectiveness of Agency programs, and identifying operating issues and weaknesses in internal controls by applying accounting or auditing principles, policies, and practices. This includes clearly and concisely communicating audit findings and recommendations to management through written reports and oral presentations.

In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Applicants must describe how their experience meets the competencies within the body of the resume. No separate statements addressing KSA's or competencies are required.

Education

There is no substitution of education for specialized experience at the GS-13 grade level

To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education
