Duties

Help
  • Responsible for the development, implementation, and oversight of the Bureau of Counterterrorism's (CT) counterterrorism capacity for building programs and countering violent extremism programs.
  • Performs a wide range of program management, policy coordination, advisory, problem solving, and oversight duties for CT programs.
  • Serves as Grants/Contracts/Agreements Officer Representative and Government Agreement Monitor to ensure federal government oversight of active foreign assistance programs.
  • Serves in a liaison capacity with other Bureaus and agencies on specific issues related to CT portfolios and programs.
  • Provides oversight of contract employees in Washington and at select U.S. Embassies overseas that provide support to CT programs in their portfolio.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience developing and implementing civilian, law enforcement counterterrorism foreign assistance programs.
  • Experience collaborating/liaising with embassies and foreign counterparts.
  • Experience formulating, drafting, justifying, and briefing senior leaders on program proposals, recommendations, and memoranda.
  • Experience designing and managing foreign assistance funded programs in collaboration with other entities (i.e., interagency, foreign government, and non-governmental organizations).

There is no substitute of education for specialized experience for the GS-14 position.
