Duties

Help

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Financial Management to recruit and appoint qualified candidates to positions in the competitive service


As a Budget Analyst at the NH-0560-3 broadband level, some of your typical work assignments may include:

  • Ensures the alignment and traceability of program requirements, budget exhibits, and agency financial execution structure.
  • Maintains reliable audit trails and provides assistance with moving funding within the agency financial execution structure via agency processes.
  • Works with technical and acquisition leads to gain approval of acquisition and execution strategy for funding documents. Generates and maintains spend plans and amounts to accomplish program work scope within established guidelines.
  • Gathers and maintains necessary documentation to support funding documents and creates, certifies, and obligates funding documents in accordance with spend plans.
  • Builds and maintains a tracking log of all funding documents in order to monitor funding processed, committed, obligated, and expended by performer, organization, and priority.
  • Generates financial reports and assesses execution status, trends, causes, and resolutions.

  • This is an acquisition position coded Practitioner in Business and Financial Management. Incumbent must obtain mandatory Back-to-Basics (BtB) certification within 60 months of entry into position.
  • Incumbent must acquire 80 Continuous Learning Points every 24 months. SD 812 attached.
  • This is a Financial Management Level II Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

Qualifications

You may qualify at the NH-03 Broadband Level, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below and must meet 2 of the 3 specialized experience listed below to be qualified:

  • Applying the DoW Planning, Programming, Budgeting and Execution (PPBE), fiscal law, policies, regulations, principles, standards and procedures to financial management activities.
  • Experience of financial management execution (Spend Plans, Funding Documents, Multiple Appropriations, and trends).
  • Identifying, analyzing, and resolving financial management issues by determining alternate solutions to problems and recommending solutions to leadership.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Salary Ranges are the following unless statutory/regulatory rates prevail.
For the Schriever AFB, CO Location: $91,870 to $ 142,022 (includes locality of 20.15% locality)
For the Redstone Arsenal, AL Location: $93,216 to $144,022 (includes locality of 21.91% locality)
For the Fort Belvoir, VA and/or Dahlgren Location: $102,415 to $158,322 (includes locality of 33.94% locality)

ACQUISITION POSITION: This position requires Acquisition Workforce Level Practitioner in Business and Financial Management Certification prior to hiring is not essential but must be accomplished within 60 months after entry into this position.

  • DAWIA (Back to Basics) Certification: NON-CAP: Position requires DoD Acquisition Business and Financial Management, Practitioner certification. Certification prior to hiring is not essential but must be accomplished within 60 months after entry into this position. FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe. Only experience and education obtained by the closing date of this announcement will be considered.
