Duties

Help

This position is with the Office of Inspector General, Information Technology Division in Herndon, Virginia. The division is responsible for systems administration, telecommunications, and network management services. As the Director of IT Service Delivery, you will be responsible for planning, directing, coordinating, and evaluating enterprise IT service delivery across headquarters and field operations.

Major duties include:

  • Leads enterprise IT service delivery across headquarters and field operations, directing and integrating infrastructure, service desk operations, applications (hybrid), cybersecurity operations, and IT continuity functions.
  • Provides strategic operational recommendations to senior leadership regarding organizational structure, long-range IT priorities, resource reallocation, and investment direction in response to legislative, technological, or funding changes.
  • Supervises multi-disciplinary IT functions led by senior technical experts and program leads; exercises full supervisory authority including workforce planning, hiring, performance management, and organizational design.
  • Directs the implementation of enterprise IT programs and modernization initiatives and ensures compliance with applicable Federal policies, standards and regulations.
  • Leads operational response to cyber incidents and major IT outages; and coordinates cross-functional response efforts to maintain continuity of mission operations.
  • Manages IT operational resources and provides input into budget planning, oversees contractor performance and IT service delivery through Contractor Officer's Representative (COR) authority.
  • Represents IT operations in executive-level discussions and collaborates with Departmental shared service providers, partner organizations and external stakeholders.

  • May be required to complete a one year supervisory probationary period.
  • OGE-450, Confidential Financial Disclosure Report may be required.
  • May be subject to initial and random drug testing.

1) Applicants must have IT-related experience demonstrating each of the four competencies listed below (required for all grade levels):

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.


2) Minimum Qualifications GS-15: One year of specialized experience equivalent to the GS-14 grade level in the Federal service performing all of the following:

1. Directing, integrating, and implementing multi-domain enterprise IT operations across multiple IT functional areas (e.g., infrastructure, applications, service desk, cybersecurity or continuity) that support essential organizational systems or services relied upon for daily mission operations.

2. Supervising senior IT technical experts or program leads and exercising leadership responsibilities such as organizational design or restructuring, workforce planning, and performance management.

3. Executing or managing enterprise IT programs or initiatives that implement or improve IT systems, services, or infrastructure in support of organizational priorities. This includes responsibility for planning, coordinating, or overseeing IT projects or technology initiatives.

AND

4. Managing or allocating IT operational resources, including budgetary or program resources, and overseeing contractor performance.
