Help

Duties include but are not limited to:

  • Directly accountable to the Chief of the Service for promoting, educating, providing consultation, and directing associated nursing performance improvement efforts as well as other assigned performance measures
  • Serves as a principle advisor for highly complex, internal and external processes and issues
  • Initiates and leads teams, projects, and studies that will impact the overall functions of services in such areas a policy development and implementation, work methodology, and workflow processes through Performance Improvement framework
  • Reviews and analyzes complex data sets to identify trends, set goals, make recommendations for improvement, and facilitate related performance improvement
  • Promotes interdisciplinary interactions and team work to review and solve complex problems
  • Translates complex healthcare decision support questions into applicable data reports and usable information from varied data sources requiring high level systems thinking
  • Develops performance management tracking tools
  • Extracts, analyzes, reports and provides data to assess outcomes, utilization and risk outcomes, and characteristics of patient populations. Incumbent designs training programs and organizational strategies for identifying opportunities to improve overall access, capacity, customer service and quality of services
  • Provides relevant organizational data, including both clinical and administrative data to identify, and resolve organizational problems
  • Organizes, directs, controls and coordinates group activities in a timely and effective manner withing nursing service and across the health care system
  • Performs budget execution functions to ensure that expenditures are consistent with budget formulation plans as the fiscal year progresses
  • Prepares procurement requests, evaluate proposals for work, and serves as Contracting Officer Representative (COR) for procurement and a variety of complex contracts, while also maintaining procurement and contracting records
  • Provides position management advice and recommendations to nursing leadership including providing advice on the distribution of workload among positions and clinics, and the processes and steps needed to complete the work
  • Consults, advises, and educates all levels of employees including the highest levels of management on methods and means to make organizational operations more effective, efficient, with lower risks and higher quality
  • Maintains state of the art knowledge of changes in technology and the healthcare environment to identify, propose, formulate and support new or reviews major administrative and clinical policies and directives applicable to the SVAHCS healthcare environment
  • Provide coverage for Nursing Operations Administrative Officer and all responsibilities associated with the service line AO
  • Other duties as assigned for operational efficiency
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/18/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-11 Qualifications

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applies analytical and evaluative methods for complex data sets; organizes and develops techniques to measure overall efficiency and effectiveness of a clinical program; planning, organizing, and developing studies or projects; establishes and prioritizes goals, objectives, timelines, and accountability for performance measures; communicating and presenting concise results in a variety of settings and mediums.
OR
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.
OR
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Masters Degree.
GS-12 Qualifications
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applies analytical and evaluative methods for complex data sets; organizes and develops techniques to measure overall efficiency and effectiveness of a clinical program; planning, organizing, and developing studies or projects; establishes and prioritizes goals, objectives, timelines, and accountability for performance measures; communicating and presenting concise results in a variety of settings and mediums; leading and ensuring success of multidisciplinary teams and informatics-related projects; evaluating and making recommendations regarding health care delivery systems.
