Summary

The Program Specialist for the Office of Acquisitions, Logistics, and Construction (OALC), Office of Acquisitions and Logistics (OAL), Office of Acquisition Program Support (APS), Business Services Division (BSD), VA Integrated Operations Center, reports directly to the Director of Operations Support Services and serves as a Watch/Duty Officer performing analytical, evaluative, and operational activities ranging from crisis response operations to routine daily tasks.

Duties

Help

Major duties include, but are not limited to the following:

  • Monitors domestic and international events, operational sites, and organizational components to evaluate overall national, regional, and local readiness and preparedness capabilities
  • Coordinates with internal staff to assess overall organizational operational readiness and provides consolidated feedback for use in preparing leadership briefings
  • Manages and responds to all incoming and outgoing communications, including voice, written, and data exchanges, coordinating with internal personnel, organizational leadership, and external authorities at various government levels
  • Analyzes data and information, prepares accurate reports, presents findings, and offers recommendations to support informed decision-making
  • Possesses working knowledge of computers and common software applications, including proficiency with Microsoft Office Suite tools
  • Produces and manages special projects, perform research, and deliver briefings
  • Communicates relevant information to appropriate individuals and organizations, including agencies at the federal, state, county, and municipal levels
  • Provides advice, assistance and guidance on a wide range of issues
  • Maintains and manages intelligence information, incident reports, and communications to ensure they are accurately logged and distributed to the appropriate parties in accordance with established standard operating procedures
  • Oversees emergency plans, conducts risk assessments, and initiates appropriate procedures during crisis situations to support effective organizational response
  • Facilitates readiness assessments and status updates across organizational components to support overall preparedness and operational awareness
  • Participates in the planning, development, and execution of emergency response exercises and supports actions during real-world activations
  • Handles conflict and problems in dealing with the customer constructively and appropriately
  • Applies originality and independent judgment to refine existing work methods and techniques in order to accomplish assignments effectively and resolve operational problems
  • Delivers clear, well-organized oral presentations during briefings, meetings, and seminars to convey information effectively and support informed decision-making

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/20/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. See the Required Document section below for more information regarding the SF-50s needed to verify time-in-grade.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12 level) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Interpreting and applying emergency management regulations, policies, and procedures in alignment with an agency Comprehensive Emergency Management Program; Analyzing complex guidance and operational directives to ensure compliance and effective implementation; Providing expert advice to management and staff on emergency management processes, ensuring readiness and continuity of operations; Developing recommendations and solutions that enhance emergency preparedness and response capabilities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is sedentary, however, it requires sitting, walking, and standing, bending, and carrying light items such as books, papers and flies. Position may require extended hours to meet critical needs and deadlines, and to devise corrective actions and solutions to unexpected issues or events.

Local Commuting Area: The local commuting area for this position is defined as a radius of 50 miles from Washington, DC. This includes all locations that fall within a 50-mile driving distance from 90 K Street, Washington, DC 20001.
