Duties

Help
  • Provide direct assistance in the management, direction, oversight, and creation of policy in the areas of General Fund Enterprise Business System (GFEBS) business operations support.
  • Assist managers to identify significant budget or procedural problem areas and recommend corrective actions.
  • Provide policy and/or guidance to all activities regarding the implementation and interpretation of financial laws, DoW regulations and local procedures.
  • Provide GFEBS obligation data, financial data and statistical analysis of financial statements and reports.
  • Coordinate continuous evaluations of financial systems and programs to ensure they are operated and maintained effectively and in accordance with regulations, and guidelines
  • Apply thorough knowledge of the DoW Financial Management Regulation and the Defense Planning, Programming, Budgeting and Execution System (PPBES) to provide effective oversight of assigned programs.
  • Provide expert guidance to the Chief of Staff and other senior management officials within the Military Health System concerning financial management and processing of financial and contract actions with GFEBS.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 3 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.

Specialized Experience for GS-13: One year of specialized experience which includes providing policy or guidance regarding interpretation of financial laws and/or DoW financial regulations; assisting in the resolution of critical issues relating to budget or financial management processes/execution; AND assisting with the annual Programming, Planning, Budget and Execution (PPBE) process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Specialized Experience for GS-14: One year of specialized experience which includes providing policy or guidance regarding interpretation of financial laws and/or DoW financial regulations; resolving critical issues relating to budget or financial management processes/execution; AND leading the annual Programming, Planning, Budget and Execution (PPBE) process to present funding positions to senior executives or external oversight bodies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
