Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Lead Police Officer to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Incumbent will serve as a Lead Police Officer within the Directorate of Emergency Services at Joint Base Lewis Mcchord, Wa.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
Successfully graduated from the United States Army Civilian Police Academy, unless incumbent has a current approved waiver/exemption or grandfathered from the Office of the Provost Marshal General.
Incumbent must be able to successfully pass training, certification and qualification requirements related to law enforcement work functions as prescribed by policy, regulations or statutes.
These include, but not limited to: weapons qualifications, first aid/CPR and National Incident Management System (NIMS) training requirements.
Incumbent must meet the requirements of AR 190-56. a. Successfully pass a pre-employment and recurring medical evaluation.
b. Pass a Physical Agility Test (PAT) within 30 days of hire date and annually thereafter. c. Comply with and maintain the requirements of the Individual Reliability Program (IRP).
Incumbent in this position is designated as Mission Essential (IAW DODI 3024.42 and DTM 17-004) position during Inclement Weather Conditions or other designed/identified emergency conditions.
Incumbent must possess a valid state driver's license and be able to obtain and maintain a government motor vehicle operator's license.
Hours of work is subject to irregular and/or rotating shifts, evenings, nights, weekends and holidays. Incumbent is required to work overtime as directed and is subject to recall for emergency overtime.
Incumbent must be able obtain and maintain a valid Secret security clearance investigation.
Official Temporary Duty (TDY) up to 10% of the time may be required.
Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
This is a Testing Designated Position (TDP) and is covered by the Alcohol and Drug Abuse Prevention and Control Program. IAW AR 600-85, a DA 5019R Condition of Employment must be signed for mandatory drug testing.
The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
The incumbent will be required to wear a uniform and may be required to use heavy, cumbersome, restrictive personal protective clothing or gear such as masks, coats, boots, goggles, gloves, shields, body armor, etc.
Incumbent must maintain a functioning telephone to aid in contact during recall/emergency situations.
Incumbent is required to report for duty during inclement weather, Natural Disasters, and other emergency situations as directed and may be required to remain on duty after the official shift ends, i.e., mandatory overtime; subject to recall to duty.

Specialized Experience: One year of specialized experience which includes: 1) Serve as a police officer mentor/Instructor by conducting duties as Field Training Officer, providing guidance on law enforcement policies and procedures to team members; 2) Perform law enforcement duties to include collect evidence, conduct searches, and administer first aid; and 3) Enforce laws to protect personnel and property. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
