Duties

Help

Oversee, lead and represent IC Mission Management for the Counterintelligence Community, including Intelligence Community Directives to identify and fill collection gaps, identify and satisfy analytic needs, set priorities, and identify resource needs.

Assists in leading and managing the National Counterintelligence Officers, their Deputies, and their Advisors, including allocating tasks; reviewing material; and hiring, evaluating, and developing personnel.

Lead and support briefings to senior IC officials and other major stakeholders' collaboration progress, issues and challenges.

Manage and lead counterparts on coordination issues to ensure effective implementation flagship collaboration initiatives.

Manage and oversee, guide, and monitor the governance structures to ensure decisions are made through the appropriate fora and disputes are resolved expeditiously.

Oversee ranking and prioritizing of competing requirements.

Other duties, as assigned.

Must be a current permanent ODNI employee OR must be a current permanent Federal employee with supervisory approval to apply to the Joint Duty Assignment (JDA). JDA applicants must be currently at the grade level specified in the advertisement. No temporary promotion opportunities will be granted for this position. The program does not apply to members of the Military service or contractors.

Joint Duty applicants may be considered for this position as a reimbursable detailee, if endorsed by the employing agency. Joint Duty applicants must have a current TS/SCI clearance with polygraph or have the ability to obtain one. The ODNI does not conduct polygraphs or provide security clearances for detailees.

Qualifications

Expert knowledge of IC organizations; IC mission posture, structures, capabilities, processes, and policy development Superior oral and written communication skills, including superior ability to draft and edit written reports of varying length and complexity, and to communicate effectively with audiences of varying seniority and expertise.

Superior ability to anticipate issues relevant to the IC and United States Government and recommend/implement needed actions.

Superior leadership skills and ability to lead interagency working groups, build coalitions with IC elements to achieve common
goals.

Superior analytical and critical thinking skills, including the superior ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives.

Superior ability to manage strategic and tactical level topics,and develop innovative recommendations and solutions for improvement.
