Plan, prepare, justification, administration, analysis, forecasting, and monitoring of budget/financial information to ensure cost-effective support of Intelligence Community (IC) organizations and programs; oversee budget/financial data analysis and the assessment of financial conditions by applying financial principles, policies, methods, techniques, and systems.
Advise the IARPA Director on the development and implementation of strategic plans, programmatic funding, and budgetary activities.
Analyze budget requests and budget execution data for accuracy and ensure consistency with IARPA, OESET, ODNI and Intelligence Community (IC) priorities.
Identify and evaluate budget trends for consideration by management and manage the development of strategies for the reparation, presentation, and defense of the IARPA budget activities.
Monitor and assess IARPA budget spend rates and advise senior management of anomalies and corrective action plans, including operating year budget reports and reprogramming requests.
Establish controls and provide extensive technical analyses, budgetary advice, and guidance regarding the development and implementation of resource allocations and plans in order to defend budget activities.
Communicate budget trends and issues to the IARPA Director, and ODNI stakeholders.
Develop the IARPA response for the Office of Management and Budget (OMB), Congressional, and ODNI program data calls and Question for the Record.
Lead input to the Congressional Budget Justification Books (CBJB), Intelligence Program Budget Submission/Intelligence Program Objective Memorandum (IPBS/IPOM), Intelligence Budget Estimate Submission, financial plans, 5-year basis of estimate documentation, and other program financial documents and ensure submissions reflect IARPAs priorities and objectives.
Review and assess the impact of Federal laws and regulations governing the use of appropriated (Research and Development) funds as they pertain to IARPA.
Review, monitor, and summarize Congressional budget actions, such as budget marks and other relevant legislation as they pertain to IARPA.
Monitor the development, improvement, and implementation of financial management policies, processes and guidelines and establish performance metrics against IC priorities, policies, and objectives.
Coordinate, review, and analyze spend plan inputs to ensure accuracy, completeness, and reasonableness in accordance with funding guidelines and prescribed OMB metrics.
Develop and implement process improvements in collaboration with cross-functional teams, leveraging data analysis and stakeholder engagement.
Must be a current permanent ODNI employee OR must be a current permanent Federal employee with supervisory approval to apply to the Joint Duty Assignment (JDA). JDA applicants must be currently at the grade level specified in the advertisement. No temporary promotion opportunities will be granted for this position. The program does not apply to members of the Military service or contractors.

Extensive knowledge and experience with acquisition and contracting principles and procedures sufficient to monitor and oversee a diverse range of acquisitions supporting R&D.
Expert knowledge of and experience with budget formulation, programming, and budget execution processes in an IC environment.
Expert knowledge of the IC, Department of War OMB, and Congressional budget processes and procedures.
Expert ability to apply analytic, diagnostic, and qualitative techniques sufficient to identify, evaluate, and recommend appropriate solutions to resolve complex, interrelated program and budgetary problems and issues.
Expert oral and written communication skills and demonstrated ability to conduct independent research, filter and synthesize data, and produce clear, logical, and concise products.
Expert ability to plan strategically, analyze and assess programmatic initiatives, and report trends impacting mission objectives.
Expert ability to work cooperatively on a senior staff and to manage competing priorities.
Expert ability to develop consensus recommendations and to solicit input from colleagues and peers; superior ability to remain open-minded and change opinions on the basis of new information and requirements.
Superior organizational and interpersonal skills, and demonstrated ability to negotiate, build consensus, and work effectively and independently in a team or collaborative environment.
Expert knowledge of the principles, concepts, laws, and regulations of financial administration, budgeting, accounting, or auditing sufficient to generate new concepts and methodologies to execute IARPA programs where no precedents exist.
