Duties

Help
  • Lead the OFS in accomplishing its mission through consulting with and providing advice and assistance to the Chair, Commissioners, other Office Directors, and other federal agencies in administering the EEO process for the federal sector.
  • Manage OFS Associate Directors in accomplishing their divisions’ specific responsibilities.
  • In coordination with the Chair, establish priorities for the Office of Federal Sector.
  • Develop and recommend EEOC policy governing the processing of appeals and petitions for review. Oversee projects related to complaint or appeal processing and inter-office or interagency coordination.
  • Recommend the development of procedures and regulations for processing appeals, for consideration by the Office of Legal Counsel.
  • Review and make determinations on recommendations to refer cases back to agencies or to the Merit Systems Protection Board for additional evidence.
  • Take final action on, and issue on behalf of the EEOC, all decisions and Orders not specifically reserved for Commission consideration.
  • Recommend proposed decisions and Orders to EEOC Commissioners on matters reserved for Commission consideration.
  • Manage, coordinate, and direct the EEOC's administrative federal enforcement and government affirmative employment programs.
  • Provide federal research services to the Chair and Commissioners at their request.
  • Coordinate various administrative functions of the Office with staff and Associate Directors.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications.

TQ 1: Federal Sector EEO Policy, Appeals, and Regulatory Leadership: Demonstrated executive-level experience managing large-scale federal administrative enforcement and affirmative employment programs, including setting organizational priorities, directing program operations, and ensuring compliance with statutory and regulatory requirements. Experience must include overseeing program evaluation systems, coordinating cross-office initiatives, managing fiscal and personnel resources, and leading the development and implementation of government-wide EEO oversight, reporting, and accountability frameworks.

TQ 2: Executive Management of Federal Enforcement and Affirmative Employment Programs: Demonstrated ability to lead, coordinate, and direct federal sector enforcement and government-wide affirmative employment initiatives, including the development and execution of policies, procedures, and management directives required under Title VII, the Civil Rights Act of 1991, ADEA, Equal Pay Act, Rehabilitation Act, PWFA, and GINA. Experience must include establishing program priorities; issuing orders and instructions on behalf of the agency; and ensuring that federal departments and agencies comply with EEOC regulations, reporting requirements, and oversight expectations. Candidates must demonstrate expertise in integrating research, data systems, and evaluation methodologies to strengthen federal sector compliance; coordinating with internal and external stakeholders to implement core processing and affirmative employment systems; and providing authoritative guidance to senior leadership on emerging legal and policy issues.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the TQ requirements listed above, all new entrants into the SES under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position.

There are five ECQs:

ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an Office of Personnel Management (OPM) approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Volunteer work helps build critical competencies, knowledge and skills and can provide valuable training and experience that translates directly to paid employment. Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders. Individuals selected for SES positions members may be subject to reassignment across geographical, organizational, and functional lines, and may be required to sign a Reassignment Rights and Obligation Agreement.

Tiering: The EEOC structures its SES positions into categories (i.e. tiers) to determine the pay range for each position. The categories are based on the position scope, breadth, functions, and placement within the structure of organizational levels across the Department/Agency.

You will be evaluated for this job based on how well you meet the qualifications above.
