Summary:
The primary purpose of this position is: To serve as a senior agency program analyst at HQ Pacific agency providing agency military rated aviator expertise in developing expert guidance and advice to agency, PACAF, COMPACAF as Theater Joint Forces Air Component Commander (TJFACC), on integrating 5th generation aircraft capabilities into theater operations, to include those of USAF, USN, USMC and partner nations within the Joint US Pacific Command (USPACOM) Area of Responsibility (AOR) synchronizing the bed down of the F-35.

Duties:

  • Applying agency military rated aviator expertise, advising a team of highly specialized rated aviators in developing, interpreting, and implementing policies and procedures directly related to the integration of 5th Generation aircraft capabilities in the Pacific AOR, to include, leading all efforts to bed down USAF F-35 capabilities within the PACAF AOR and, on behalf of the USPACOM TJFACC, guiding Joint, Ally, and Partner Nation F-35 synchronization and integration within the USPACOM AOR.
  • Develops new methods for testing and evaluating the effectiveness of integrating actions/processes in support of major agency missions and operational plans relating to 5th Generation aircraft capabilities for the Pacific AOR.
  • Using AF military rated aviator experience, prepares and presents high level briefings of conclusions, many being highly subjective and not readily susceptible to verification until actual operational situations are encountered relating to the integration of 5th Generation aircraft capabilities.
  • Maintains a continuous liaison with Air Staff, other service headquarters counterparts, other major command counterparts, USPACOM and its Service Components, DOD offices, partner nations, and industry to integrate 5th generation aircraft capabilities to ensure successful integration into AOR operational plans.

  • Must possess and maintain a Top Secret/Special Compartmental Information (TS/SCI) clearance.
  • This is a key position. Incumbent must be removed from military recall status if alternatives for filling the position are not available.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • This is a Centrally Managed position in the Operations career field.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes the mastery of advanced management and organizational principles and practices and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; and a thorough knowledge of Department of Defense and agency planning and management processes to provide 5th generation integration guidelines and advisory services in support to long-range agency war, mobilization, exercise, deployment, and similar operations planning efforts; Comprehensive knowledge of the Federal, DOD, and agency planning, programming, and budgeting process (PPBS); and thorough knowledge of agency program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; High degree of skill in analyzing and comparing cost benefits, cost projections, budgetary tradeoffs, fiscal strategies, and programmatic factors to produce fully justified options that can be presented to higher levels of management for use in defending fiscal decisions; Ability to plan, organize, develop studies or projects and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established concepts and procedures, or may be in conflict with previous programming actions.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Expert knowledge of the Department of Defense Planning, Programming, and Budgeting System (PPBS), and Department of agency policy, procedures, and schedules for developing Program Objectives Memoranda, Budget Estimate Submissions and Financial Plans in support of major war, mobilization, and other contingency and operational plans; and methods for developing budget forecasts, cost projections, financial exhibits, unfunded requirements justifications, POM narratives, offsets and disconnects, reclamas, and issue papers.
  2. Mastery knowledge of agency program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events.
  3. Subject Matter Expert for the Pacific AOR used in developing the relationship of the various component and international entities involved in overall planning and execution of military operations and evaluations, and the way the PPBS process supports them.
  4. Comprehensive knowledge of agency military rated aviator (e.g., fighter pilot, agency Weapons School graduate/instructor) expertise as it applies to 5th Generation aircraft capabilities, advanced programs, special access programs, and knowledge of major weapons systems.
  5. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making.
  6. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
